Congressional Adds After You Have Succeeded in Obtaining Appropriated Funding Remember To… • Prepare and Forward a Project Description that can be Used as the Basis for a Statement of Work (SOW) • Break Up the Effort into Component Pieces • Identify Schedule for the Completion of Phases/ Efforts • Specify Deliverables to the Government • Explain Why Your Product, Process or Technology is Effective, Unique and Different • Critical Capability • Urgent and Compelling Need • Only One Competent Provider 050425_APBI_JPEO

Congressional Adds Why Does it Take So Long For Us to Get Our Money? • Normal Funds Release is 6 - 10 Weeks After the Beginning of the Fiscal Year • Congressionals Are Not Typically Released With Program-of-record Funding • Members Do Not Provide a Direct Link to the Add so the Actual Beneficiary is Unknown • SOWs and Sole Source Justifications Often Require Multiple Rewrites • Workload Prioritization Issues at the JPEO and in the Contracting Office • It’s a Bureaucratic Process With Lots of Hoops to Jump Through 050425_APBI_JPEO
