New Communities Needs • Research by Salford Housing & Urban Studies Unit April 2009 http://www.shusu.salford.ac.uk/cms/resources/uploads/File/Liverpool%20migrant%20worker%20report.pdf • Approximately 4,200 A10 workers registered from 2004 to 2008, unknown number left, unknown number arrived without registering therefore about 1% of Liverpool population • 72% have ESOL needs on arrival • 65% in elementary occupations • 73% in private rented housing • 23% experienced hate crime

Social Capital • "networks, norms, and trust that enable participants to act together more effectively to pursue shared objectives" (Putnam 1996:56). • "networks together with shared norms, values and understandings that facilitate co-operation within or among groups" (Cote and Healy, 2001:41). • Bonding – strong bonds e.g. among family members or among members of an ethnic group; good for "getting by" • Bridging – weaker, less dense but more cross-cutting ties e.g. with business associates, acquaintances, friends from different ethnic groups, friends of friends, etc; good for "getting ahead" • Dimensions – Social Participation; Social Networks and Social Support; Reciprocity and Trust; Civil Participation; Views of the local area • How many people could I have a hug/borrow a tenner from?

Outcomes • An increase in understanding and acceptance of local people to new communities • Reduced feelings of alienation and an increased sense of belonging of new communities in Liverpool • Agencies report that they are more knowledgeable about the service needs of our new communities • New communities report feeling to be made welcome to live in dignity and respect in Liverpool and choosing to stay and establish families in the City

  7. How we will achieve • Firstly, the focus on up skilling and increasing the knowledge levels for commissioners within mainstream service delivery to ensure that learning is maximised and changes in service delivery and support can be sustained and mainstreamed beyond the funding lifetime. • Secondly, we will foster community based activity enabling a bottom up, people led commissioning process that will engage local business, faith community and residents in designing local cohesion programmes that build relationships that can be sustained. In particular we will ensure that the team and all survey work is complimentary to cross border working and commissioning where possible with other City Region authority areas.
