2. Emergencies happen. It can be a Tornado, House fire, Flood, Winter or Wind Storm, or even an Earthquake Noone wants to think about disasters, but being prepared for an emergency can help protect your family.

3. Are you prepared for an emergency? • Even though local, state and federal agencies have plans to protect the public, YOU are responsible for your own safety, even in an emergency. • Families should be prepared to be on their own for 5-7 days. • 1. 4. 1. Create a Plan • Your plan should be developed to include how you will contact each other should an emergency occur during the day when everyone is in different locations. • It is important to include your extended family in your plan. Who will check on elderly family members that are not in your household? • Choose an out-of-town friend or family member, preferably in a different area code.

5. To begin: • Complete the Insert Card: Family Plan • Make copies of your family plan. Keep in your children’s back pack File with your child’s school and/or Day Care Setting Keep a copy in your purse, wallet, auto, at work and a copy at home in the envelope provided to you at this training.

6. Store important contact numbers in your cell phone by identifying the number as ICE1, ICE2,ICE3 etc. Emergency responders will use these numbers to contact your family for you in a medical emergency. ICE stands for In Case of Emergency. • Plan for two situations, staying home or leaving.

7. Sheltering in Place • Should the emergency require you to “shelter in place”, follow the instructions given. • In the event of a chemical spill, you must shut all windows & doors and turn off your heat and/or air conditioner as instructed. • Close all air vents and fire place dampers. • If instructed, seal doors, windows and air vents with heavy plastic and duct tape. • Stay in place until you are informed all is clear.

8. Evacuation • You may need to evacuate. You may not have time to gather kit supplies. That is why it is important to have your kit prepared ahead of time. • The Red Cross may not be able to respond for several days. It will be necessary for you to take your emergency kit and your envelope with you when you evacuate if time allows. Your family will need the supplies at the shelter.

9. Flood waters usually rise very quickly. It is life saving safety to avoid any water that covers a road or bridge. TURN AROUND, DON’T DROWN!!

10. Know where to go if you have to leave. Madison County has prepared for sheltering at the Methodist Church in Fredericktown and the Baptist Church in Marquand. • The shelter also serves as the emergency recovery site. By reporting to the shelter, your family is accounted for, you are registered as a victim of the event and will be kept informed of the recovery process. • Even if you go to family or friends, it is important to register with the established shelter personnel.

11. Should you be told to evacuate, follow the directions given. If the emergency is due to a chemical spill, you and your family’s life will depend on following the directions given. In the event of a chemical spill, you will be routed around and upwind of the spill. So it is imperative that the directions given be followed. • Complete the Search & Rescue Notice and place on your front door if time allows.

14. 2. Prepare a Kit • Prepare a kit for home, car, and work. Prepare for 5 to 7 days. • Basic supplies should include: • 1 gallon of water per day per person in your household or workplace. This should include 1 gallon of water per day per household pet. • To purify water for drinking purposes as an alternative water source, you will add 2 drops of household unscented chlorine bleach to one quart of water and let stand for 30 minutes. If the water is cloudy or murky, you must double the bleach to each quart. This stored water will need to be changed out every six months.

15. Flashlight(s) and extra batteries • Battery powered radio and extra batteries • Prescription medicine • First-aid kit • Canned and/or dried food. Focus on ready to eat foods. Snack items and high protein foods. If you have a special diet, you will need to be careful of the food items you choose. • Alternate cooking sources such as BBQ grills or camp stoves can be beneficial in an emergency. Do not use these items indoors.

16. Include items such as manual can opener, utility knife or multipurpose knife kits. • Trash bags are also important. • Sleeping bag for each family member • Your home kits can be stored in large containers or in 5 gallon buckets. For portability purposes it is important to think of weight when packing items in containers.

17. Car and work kit should contain a smaller portion of the items listed for your home kit. • Back packs are a convenient way to store your car and work kits. • It is important to check your food supplies for dates. A way to rotate the food is when you buy something in your kit, use the kit item and replace with the new purchased food. • Also, should their be a food recall, check your kit for these food items as well as your pantry.

18. In the event of an emergency that includes power outages, filling stations, banks, ATM’s and grocery stores may not be operational. • Cash • Keep your car/truck gas tank full when at all possible. • For earthquake preparedness, strap down large items which may topple over during an earthquake, such as the hot water heater, shelves and avoid placing heavy items that cannot be secured on upper shelves.

19. 3. Listen for Information • Listen for information about what to do and where to go during an actual emergency. • Madison County has a public information line with recorded information. This line is updated as new information is available. The number is 783-4539. • FM Radio stations for information will be at 98.5 KTJJ and 95.9 Froggy. • In emergencies, it is impossible for the Emergency Management Team to call each radio station in our listening area.

20. What to do when you are informed the county is under a storm watch • When the National Weather Service issues a storm watch, this means the threat of a weather event is possible. • Gather your emergency information. • Check that your emergency supplies are together, radio and flashlight batteries are working. • Talk with family members about your emergency family plan. • Listen for further storm developments. • In the event of a tornado watch, if you do not have a basement, this is the time to go to family, friends or a neighbor that has a basement.

21. What to do when you are informed the county is under a storm warning • Follow your family plan • Follow the directions given from the radio or television services. • Do not attempt to seek alternate sheltering outside of your home when a storm warning is issued. • For a tornado, go to the lowest level of your home, or an interior windowless room, such as a closet or bathtub. Place a mattress over your body for additional protection.

22. Following a Disaster • Make the calls necessary to assure your family’s safety. • Do not use telephones or cell phones beyond your family plan contact needs. Should cell service be down or limited, try texting. • Your local emergency responders use these same services to respond to an emergency. • Over use of cell phone service will shut down communications for everyone.

23. Following a Disaster • Do not call 911 unless you have an emergency. • Do not go to the disaster area. This also impedes rescue operations and you can become someone in need of being rescued.

24. Following a Disaster • Should your home be involved in a disaster, there are guidelines available to assist you in sanitizing contaminated items you can salvage. The information is always available at the Madison County Extension Office and the Health Department. • When cleaning up after a disaster: • 1. Call your insurance company first • 2. Take pictures before you clean or fix anything • 3. Keep all receipts of thing you purchase or bills you have from contractors.

25. Following a Disaster • 4. Where gloves, heavy boots, long sleeves and pants to protect your body from cuts, scraps and other injuries. • 5. Do not attempt to enter your home that has standing water in it IF the electric is still turned on. • 6. Do not turn utilities back on. Contact your utility provider. They will inspect the connections and restore the service for you.

26. Following a Disaster • 7. In warm weather be careful of snakes that may have entered your home during a flood and also when picking up debris. • 8. It is important not to enter a structure that may be unstable. • 9. With high wind events, be cautious of trees and limbs which may fall on you. • 10. Following an earthquake, do not re-enter a building until you have assurance the building is safe. It is important to remember after shocks can be just a severe as the original earthquake.

27. UTILITY SHUT OFF • Do you know where your utility shut off is located? • Electric and Gas as well as water systems may need to be shut off in an emergency event. • If you turn off any utility, do not turn the systems back on until they are checked by the utility provider.

29. Become a Registered Volunteer • Following an event, volunteers are the key point to the recovery process. • Madison County has a local volunteer database. • Complete the volunteer registration form included in this packet and return to the Health Department. • Go online to the ShowMe website to register as a Madison County volunteer in the State of Missouri Volunteer Registry. https://www.showmeresponse.org
