Results DID NOT Support Declaration of Readiness in May 07 • Contract Requirement – 270 days following approval of ISMS Description • On April 5, 2007 WCH requested DOE-RL to resequence ISMS Phase II Verification to October 30, 2007 with a structured Plan of Action • Focus Areas: • - Requirements Flowdown • - Compliance with Work Documents • - Disciplined Operarions • - Management Field Presence

Several Ingredients were Utilized to Achieve a Successful ISMS Phase II Verification • Completed implementation of Worker Safety and Health (10CFR851) • Institutionalized Integrated Work Control Program (IWCP) across the entire Project • Improved safety culture at individual job sites • Integrated the Performance Improvement Initiatives with ISMS actions • Provided employees sufficient “soak time” to work and operate under the improved programs

  6. An Aggressive Timeline was established as a Measure of Progress

Results were Positive • Independent Assessment found an organization that had a “…strong safety culture at the worker level.” • WCH Declaration of Readiness was 4 Days Early • DOE’s Verification Team declared at the outbriefing that “…WCH ISMSD was effectively implemented.” • Verification team also identified several Noteworthy Practices focused on: • Workers Involvement & Performance • Performance Based Coaching Program • Management’s Field Presence
