  1. PLANT PROTECTION ISSUES RAISED BY STATE GOVTS. • Grants in Aid for new SPTLs - Proposals for may be sent to DAC. Priority may be given to states which have no SPTLs yet. • Setting up of State level training academy – State may explore the possibility of using Macro Management funds for the purpose. • Pesticide Residue Standards for fruits – DAC has and will continue to take up this issue with Ministry of Health, which is already seized of the matter and has already constituted a Shadow CODEX Committee for finalizing National Standards/protocols for fresh fruits/ fruit juices. Further, DAC is also in the process of starting a national pesticide residue monitoring programme, wherein fresh fruit residues are imminently covered.

  2. African wheat- Issue already addressed by Agriculture Commissioner. Pest needs quick precise identification and mitigation measures need to be developed. Need for State/ICAR/ Dir.of PPQ&S/SAU joint effort. • Loopholes in the Insecticides Act- The need to improve enforcement of the Act; to plug loopholes; make its provisions far more stringent are GOI’s priority. Far reaching and radical Amendments to the Act are under active consideration of the GOI. States have been asked to comment on proposed amendments. The suggestions need not be limited to the issues contained in the proposed text Response not received from most states. Suggestions to improve the statute and regulatory policy framework are again solicited.

  3. Spurious pesticides- All states encouraged to step up testing of pesticide samples. Central Ins. Insps. also being assigned targeted drawal of samples/ raids. State cooperation/ assistance required to ensure prosecution of offenders • Alternative laboratories as CIL- This issue is under active consideration of the GOI and in fact the exercise to identify alternative labs for undertaking CIL functions, is already in process. • IPM- Season Long Training Programmes- The need for covering more crops/ areas is supported.
