Minutes 04-01: Action Points • Education Cluster will be invited to the meeting to give updates • Next round of TSSU to check closed settlements and check whether latrines and waste disposal sites have been properly decommissioned and dealt with • UN-Habitat to check regarding workshop/lunch meeting of HERWG to discuss and document lessons learned • Shelter Cluster to follow up on Heritage Foundation report and find a way to compress in order to share with the field • Shelter Cluster IM team to share information regarding UC prioritization within next two weeks • Shelter Cluster to follow up with OCHA regarding district updates • Shelter Cluster will discuss the lack of information about Balochistan with UNHCR and NRC and explore ways to get more involvement and focus on Balochistan

  5. District updates • Ongoing emergency distributions are not sufficient. Specific area’s in need for winterized shelter • Some areas are still underwater (Badin, TandoAllayar). displaced populations and returnees need humanitarian assistance • Early recovery shelter activities have started, many communities started rebuilding themselves but many ‘DRR mistakes’ are made. Both shelter organizations and affected communities need technical support, including training, to rebuild safer shelters • Local frustration among affected communities regarding the allocation of emergency assistance , and the selection of beneficiaries for ER shelter assistance

MirpurKhas Developments • Ongoing distribution of winterized items, NFIs and shelters • Close coordination among humanitarian stakeholders to avoid duplications with past distributions • Organizations start planning / fundraising for ER shelters Issues • Organisation update • Nicco Japan: 750 Blankets • ACTED: 157 NFI packages + start emergency Shelter • Islamic Relief: 300 Winterization kits / 1000 HH kits • Adarash: 40 blankets distributed • Shanti: ER proposal • PVDP / CWS: 1075 winterization kits pipeline • Save the Children: about 11,000 NFI kits distributed

Sanghar Developments • On going/ planned distributions in UC Mian, Kehorem and  Khadro, and UC Dhalzar, UC Peer Sibghatullah,UCBroon, UC Asgharabad Priority • UC Khori and Jinhar where identified as key areas for emergency shelter • Organisation update • Save the Children: 500 Emergency shelters + identification of 1,307 • FURD: identification of 700 HH (stocks??) • Saiban: identification of 4,500 HH (stocks?)

  8. Badin Developments • Distributions of winterized items remains a key priority. Organizations in the process of completing emergency distributions, some progressively switching towards ER. • Every week an organization makes a presentation in the cluster meeting Issues • Partners shared that many villages are still under water in UC Matli. Cluster is planning visit. • Need: winterization and ER shelters Organisation update Handicap Int.: finished shelter distributions, now monitoring Partner Aid: new in district for ER shelter BDO: seeking funding Qatar Ch: distributing 763 shelter kits Save the Children: 3000 shelter kits distributed

TandoAllayar Developments • Field visits involving district authorities and NGOs planned to inquire on current situation of those populations; Issues • Sanjar Khan, Jhando Mari and village of Taluka Chamber are still underwater • Some communities on road sides sleeping under open skies. • distributions of winterized shelters and NFIs remain a key priority Organisation update PEHE / UNHCR: distributed 1,500 tents / NFI’s Nari welfare: assessing / identification

Tando Mohammad Khan Developments • Organizations are carrying out emergency distributions ( winterization packages), and progressively switching programmes towards ER ( T Shelter, Semi Permanent/Permanent Shelters Issues: • UC SaeedMatto , UC bulri shah karim UC moya UC Lakhatindentified as key areas for emergency distributions Organisation update HDF: 800 winterization packages + construction model village (SiddiqueMado) planned UN HABITAT: Started construction of Transitional shelter (165 out of 370), distribution tents (165 oiut of 500) HANDS: beneficiary identification

  13. ShaheedBenazirabad Developments • Some tensions between local and international organizations. Issues: • Low attendance of cluster meetings • UC-Kumblima, KaramJamali, Hamal Fakir, Haber  and UC DalelDero are reported as being still in need of NFI and Emergency Shelter assistance Organisation update IOM: ongoing distributions

Umerkot Developments • Ongoing distrbutionsin  Pithoro, Satriyoon and Atta Mohammad Palli, assessments for distributions of shelter kits and NFIs in UCs Nabisar, Talh and UC Atta Mohammad Palli; • ER Shelters assessments  in  UCs Khokhrapar and Kaplore UC Sher khan Chandio, Bustan and Nabisar and UC Padhario Issues • Most affected according to SC: Sher Khan Chandio, Padhariyo, Bustan, Talhi, Nabisar, AraroBhurgari, Samaro, Atta Mohammad Palli and Satriyoon. • Plans for Temporary Shelters shared, both emergency and ER support considered as being key priorities

Tharparkar Observation • Ongoing distributions of ES/Winterized items • Border area with Umerkot and Badin still host many temporary settlements; in this areas, villages suffered from flash floods, and standing water for 3-4 months extensive period of time. Damages on houses ( pacca and katcha) very severe, considered as being priority areas. • In desert areas of the district, rains causes damages on houses (particularly roofs) but villages did not experienced  extensive flooding • Naghaparkharis considered as being isolated from assistance – remote area difficult to reach • ER shelter plans in the district, some organizations support ER Shelter activities or self recovery through material support. Technical training and support dramatically needed to support both self recovery initiatives and NGOs activities • Land appears to be a key issue

TSSU: CCCM Trainings Achievements: • In partnership with UNHCR, 5Camp Management Trainings and 2 CCCM ToT have been delivered in Islamabad, Hyderabad, Quetta, Peshawar and Karachi • Global Camp management materials have been adapted for Pakistan context • Official endorsement received from PDMA • 4 Camp Management trainings to be delivered in January/February 2012. TOT’s will follow.

Shelter operational strategy • In the strategy for 2011, the Shelter cluster advises to self-reconstruct low cost shelters (max $375) • Vernacular techniques and DRR elements are promoted through extensive trainings (district training centers) of beneficiaries, agencies and masons. • Guidance on land and property rights • Intensive communication / outreach
