Decentralized Distribution Automation • Distribution automation with fault location, isolation and restoration at HV/MV substations • Why decentralized would be an option? • Advanced data from IEDs is available at substation without communication delays -> event analysis and advanced algorithms are possible • Communication to Feeder RTUs easier to implement (radio) • Number of stations and FRTUs may grow too big in control center for advanced applications • Control center may have existing SCADA (DMS) system not capable for advanced DA

DA System compared to SCADA/DMS • DA System is decentralized • Separate feeder automation (FA) system without SA functionality (CB trips from station normally needed) • Extended SA system including feeder automation devices with communication and applications • DA system requires network model for advanced network applications like restoration and load estimation • Load estimation and forecasting needed to check capacity in down-stream network restoration

Things to consider • Does control center need states also from FTUs • SYS 600 acting as gateway also for these • How to control a tie switch* that is between two feeding substations • Can both systems control? • Should the DA systems discuss with each other * Tie switch = open switch before fault providing back-up feed

Network Planning • In network planning alternative network structures can easily be compared regarding • Technical acceptability • Cost of losses • Building costs • Main results for each plan include • Costs of investment and losses from entire study period in NPV* • Interest rate and load growth needed • Material report and network reliability indices SAIDI and SAIFI (or T-SAIFI T-SAIDI) • also reliability cost is estimated * NPV = net present value

Changes to licensing • Information and planning (NIP) as parallel to DMS 600 Base System • User can select DMS 600 base or NIP base or both • If DMS 600 base is also selected, 50 % reduction in NIP base price • Price per workstation calculated only once • DMS 600 additional options are available only when DMS 600 base is selected and NIP options are available when NIP base is selected • If “Low Voltage Networks” is selected as a DMS 600 option, no additional price for corresponding option in NIP
