  14. Enforcement Strategies Initially 3 non-certified spotters on overpasses to relay violations to 3 CMV certified officer’s. Unlike Speed Enforcement, VA Law does not permit this strategy for CMV enforcement.
  15. Enforcement Strategies NKSO employed 1 CMV certified officer relaying to 1 Non-certified officer to make the stop.
