  1. The Future of Immunization RegistriesA Proof of Concept Paul E. Jarris, MD, MBA Executive Director Association of State and Territorial Health Officials July 2010

  2. The Need for Registries Scenario 1 A hurricane hits and people are displaced out of state. The parent wants to enroll the child in school and cannot remember what shots the child has had. A new doctor accesses the immunization data via the electronic health record and catches the child up. The school nurse certifies vaccines and enrolls the child in school.

  3. The Need for Registries Scenario 2 An adult shows up at a pharmacy for a flu shot. His integrated health record shows he has asthma but has not received a vaccine for pneumonia. Flu and Pneumonia shots are given by the pharmacist– data is recorded that goes to the medical home and the public health department.

  4. The Need for Registries Scenario 3 A public health agency uses its registry to manage the VFC inventory and document program eligibility. To ensure health equity the registry is used to geo-code underserved areas and target outreach to vulnerable populations.

  5. Recap of the Benefits Immunization registries facilitate improved health outcomes by: • Tracking shot records for a mobile society • Preventing missed opportunities • Improving emergency response capabilities • Providing good stewardship of limited public funds. • Targeting underserved populations

  6. Opportunities for Immunization Registries

  7. The Lesson From H1N1 Good decisions about resource allocation can only be made with accurate and timely data. Inventory Doses administered Uptake among target groups

  8. Electronic Medical Records/ARRA $20B will be provided over 5 years for health IT projects through the American Recovery and Reinvestment Act. If we are to create a healthy nation, Public health data must be well integrated into these developing systems.

  9. Proof of Concept • Registries lead the way in linking population based data and healthcare delivery systems. • Registries model the way information systems can support clinical decision making. • Registries provide a comprehensive picture of the population, which is essential for tracking disease trends and treatment outcomes.

  10. Measuring Health Care Reform The ability to compare different population groups is required to assess the effect health reform has on access, disparities, and health outcomes. Public health information systems, such as immunization registries, provide the population base needed for this assessment.

  11. Next Steps • Move immunization registries toward an interoperable system with quality data. • Ensure that registries are integrated with electronic health records. • Enlist partners from all sectors to make the case for why they should be included.

  12. Finally – Proposed Vision Establish a nationwide network of federal/state/local population-based immunization registries that are capable of sharing information with other immunization systems, and health information systems while maintaining privacy and confidentiality in order to ultimately eliminate vaccine preventable disease.
