  16. TRAINING RISK ASSESSMENT CRITERIA SHOULD NROTC UNITS CONDUCT PARTICULAR TRAINING EVOLUTIONS? A. DOES THE TRAINING HAVE A PROFESSIONAL DEVELOPMENT PURPOSE? B. IS THE TRAINING REQUIRED BY THE PROFESSIONAL CORE COMPETENCY MANUAL OR BY THE CURRICULUM GUIDES? C. IS THE TRAINING WITHIN THE MISSION STATEMENT AND CAPABILITY OF THE NROTC UNIT TO CONDUCT? IN ALL CASES VALUE OF TRAINING MUST BE BALANCED AGAINST RISKS INVOLVED. RISKY TRAINING SHOULD NEVER BE CONDUCTED SOLELY FOR MORALE AND RECREATION REASONS.

  17. TRAINING RISK REDUCTION ESTABLISH WRITTEN GUIDELINES WALK THROUGH TRAINING EVOLUTIONS, WHEN NECESSARY, WITH QUALIFIED PERSONNEL. ENSURE INSTRUCTORS ARE FULLY QUALIFIED. NEVER LET MIDSHIPMEN CONDUCT RISKY TRAINING ON THEIR OWN. ALWAYS HAVE TRAINING “TIME OUT” PROCEDURES IN PLACE. CONTINUOUSLY RE-EVALUATE GUIDELINES TO CORRECT AND IMPROVE TRAINING PROCEDURES AND FURTHER REDUCE RISK LEVELS. TRAINING RISK AWARENESS, ASSESSMENT, AND REDUCTION MUST BE A PRIORITY ITEM IN NROTC INTERNAL CONTROL PROGRAMS.

  18. HIGH RISK TRAINING PISTOL/RIFLE QUALIFICATIONS: 2 QUALIFIED PEOPLE PER OPNAVINST 3591.1C. ONE RANGE SAFETY OFFICER AND ONE SMALL ARMS INSTRUCTOR. RAPELLING: REQUIRES WRITTEN APPROVAL FROM CNET FAST ROPING: WILL NOT BE CONDUCTED BY ANY NROTC UNIT. SWIM TEST: TWO UNIVERSITY LIFEGUARDS/ONE NROTC STAFFER (CPR/FA QUALIFIED) IF USN FACILITIES, PER APPLICABLE NAVY INSTRUCTIONS.
