  2. Performance Work Group Report • Project 068 Update • Calculation of PII in WIT • Session of Manual Time Error Correction • AIE Survey In WIT • SAR For Use of WIT’s Calculated PII

  3. Project WECC-0068 Update • Project WECC-0068 Update • FERC approved BAL-004-WECC-1 with conditions (Order 723) • PWG also wanted to make some changes to clarify Control ACE V.S. Reporting ACE • In addition, some clean up changes like polarity in ACE formula for IME

Project WECC-0068 Update • FERC Issues: • Address R1: Large Accumulation • Address R2: No. of hours not in ATEC Mode (24 hrs) • Address use of ACE for control and reporting (NERC requires to use ACE as defined in BAL-001 for reporting, while, BAL-004-WECC-1 requires ATEC ACE for control) • Address VSL (too low)

  5. Project WECC-0068 Update • PWG Issues • Clean up sign discrepancy in NERC ACE and ATEC ACE for IME • Ungroup the ATEC term from the NSI and abandon use of NSI’ • Some other minor cleanups

Project WECC-0068 Update • First draft of revised standard was posted on April 15th for 45 days of commenting period • 2nd Draft was posted on August 15th for 45 Days of Comment Period. • If all goes well, the WECC BOT will sign the new Standard by Jan. 1, 2012 • Along with new BAL-004-WECC-2, there will also be a new Standard (BAL-001-0.1A ) to replace NERC’s BAL-001 as a Variance for WECC BAs. • This is mostly to have ATEC term in the ACE formula

WIT & PII Update • Calculation of PII in WIT has been running for several months • PWG members and WECC staff have been testing, verifying, and trouble shooting PII calculation • Accumulated On-Peak Primary Inadvertent and Accumulated Off-Peak Primary Inadvertent Have Been Verified For All Balancing Authorities Through April 2011.

  8. WIT & PII Update • All BAs Are Encouraged to Use WIT’s Calculated PII • Using EIDE Protocol, BAs Can Obtain PII Values and Recommended Payback (to incorporate in their AGC) from WIT • There Is An Effort to Make These Data Available to BAs via ICCP

  9. Other Issues • Session of Manual Time Error Control • NERC is working on a field trail to stop manual time error correction • It was expected to go into effect by Oct. 2011, but, due to issues raised by WECC it is postponed until 2012 • AIE Survey In WIT • WECC, NERC, OATI & EPG (Electric Power Group) Are Working to address data transfer from WIT to CERT • SAR for Using WIT as Primary Source for PII Calculation and Accounting
