Objectives of Rolling Seed Plan • Availability of sufficient and quality seed of appropriate • variety at right time • To maintain seed chain • To achieve targets of production and productivity • To achieve targeted SRR • To include recommended new varieties of field crops in • seed chain. • To delete old and undesirable varieties from seed chain.

  5. Reasons for less achievement in SRR Groundnut- High Seed Cost (Approx. Rs. 150 per Kg.) High Seed Rate (100 to 120 Kg/ha) Low SMR (8%) 2. Rabi Jowar – Isolation is major constraint in seed production. (200 mt. for FS & 100 mt. for CS) Mostly cultivated in dryland areas. No replacement mostly for var. M-35-1. 3. Safflower- No varietal replacement Harvesting Problem.

  13. Seed Certification Agency Status • MSSCA has done work as per Minimum Seed Certification Standards, and certified Quality of seed. • 2. MSSCA have insufficient staff. • Agency has taken staff as & when required on deputation for inspection, processing work from State Agriculture Department through Commissioner of Agril. Pune and completed all activities of Seed Certification in time, to Maintain quality of seed and certified Quality of Seed in time.

  14. Proposal submitted under SMSP • For Availability quality certified seed • & Improvement in SRR Proposed assistance for Maintenance of breeder seed. Implementation of Seed Village programme. Proposed assistance to seed multiplication farms in the State. Proposed strengthening of Grow-out test farm facility in the State Proposed establishment of seed processing plants & seed storage.

  15. Issues and Suggestions State have no control over breeder seed Indent, Allocation to Private Sector. 2. To improve VRR (Varietal Replacement Rate) it is essential to have sufficient breeder seed/foundation seed 3. Production & distribution subsidy should be given to breeder, foundation & certified seed. 4. New varieties of Soybean having temporary seed dormancy to avoid damages due to rains, are required. 5. State Seed Certification Agencies should be strengthened by giving financial as well as organisational support 6. Private sector is not participating in the implementation of Rolling Seed Plan. This has created difficulties in fulfilling targets of the plan 7. Mid-term evaluation and mid-term corrections in the plan are necessary
