  4. Information sources Environmental Agency has got the information: • Type of goods: used lead accumulators • Destination: from Bosnia to Germany • Other informations: the name of the transporter and the registration number of the truck Environmental Agency informed customs by e-mail.

  5. 24 tons of lead wastes was stopped at the border with Croatia.

  6. It was declared as a green listed wastes from Bosnia and Herzegovina (to Germany).

  7. Customs control Customs found out that thiscargo was the same as that in the information from Environmental Agency (leadplates from used accumulators).

  8. Customs control Customs checked all available documents of cargo, identity of transporter and examined the goods.

  9. Measures There was no prosecution or other form of punishment (customs declaration in writing had not been prepared yet)

  10. Measures • The cargo was not allowed to cross the border (it was turned back). • The country of destination (Germany) was informed about the case.

  11. CASE 2 - mixed plastic

  12. Customs control A cargo of 169.940 kg of mixed half - sorted plastic waste was stopped in the free zone in the Port Koper.

  13. Information sources • It was declared as plastic waste. • Customs officers had suspected that the shipment was illegal (description of the goods, huge weight). ???????

  14. Customs control • The goods was checked after customs declaration had been submitted. • It was found out that this cargo needed export licence and it had been transported from Italy without transport papers (notification).

  15. Customs control • Customs had not allowed the export until appropriate documents were submitted. • The declarant informed consigner. • Declarant and expert for waste made another expertise and it was found out, that are mixed half - sorted plastics waste at least 80% (and need licence).

  16. Communication • Customs communicated with the environmental agency and inspectorate by e-mail, fax and phone. • Environmental agency informed Italian authority about the case.

  17. Measures • It was prohibited to remove or to empty these goods. • Export from EU was prohibited. • The return to Italy has not been performed yet. • There has been no punishment yet.

  18. Lessons learned • not enough experience • lack of knowledge • recognition of goods is not good enough • unsuitable procedures of the punishment
