  2. Collection Contract • New collection contract start date: Monday, February 28, 2011 • Modern Corp. will ensure resources are in place to complete any clean-up • service/missed pick-ups • Emterra Environmental • - several implementation meetings already held

  3. Base Residential Services – Weekly Curbside Collection

  4. Garbage Limit Exemptions– Low Density Residential only • Diaper Exemption: • Two children under 4 years of age in diapers - one clear bag of diapers weekly • Three or more children under 4 years of age in diapers and daycares in residential homes - twoclear bags of diapers weekly • Annual application process • Medical Exemption: • Free garbage tags to households with individuals with medical conditions that result in extra waste • Annual application process • Must be authorized by their physician - every 3 years

  5. Garbage Limit Exemption Week • Designated period for households to set out one extra garbage container without a garbage tag • One exemption week during the five collection days following Christmas: • Low density households (single family up to 6 units) may set out two garbage bags or cans per unit for collection • Multi-residential/mixed use properties eligible to receive garbage collection may set out twelve garbage bags or cans per property

Multi-Residential Collection Services Multi-Residential Properties with 7 or more units: • Garbage: • Limit of up to 12 bags/cans per week curbside, no tags • Additional waste generated, must arrange for private service • Some properties receive Enhanced Service • Recycling: • Weekly Blue and Grey Cart collection • Property owners required to purchase additional carts, at a subsidized price. No set-out in plastic bags permitted. • Organics: • Limit of 4 Green Bins per week curbside (on request only)

  7. Commercial, Institutional and Mixed-Use Buildings – Weekly Collection

New Eligibility Criteria • Curbside garbage collection service will only be provided to commercial, institutional, mixed-use buildings and multi-residential buildings not using private front end bin garbage collection • Curbside garbage, recycling and organics collection service will not be provided to: • industrial properties in industrial parks/zones (under review) • commercial/institutional buildings greater than three storeys

  9. Enhanced Collection Services • Enhanced services provided to local municipalities as requested. These services may include: • Street litter receptacle collection • Containerized garbage collection • Additional curbside collection of garbage/recycling in designated business areas

  10. Communication Plan • December 2010 • Development of the “Rethink your Waste” Brand • Public telephone survey • Public events/displays/presentations (thru to Feb 2011) • GreenScene • Website enhancements • Collection vehicle decals developed

  11. Communication Plan • January 2011 • Distribution of multi-residential carts/bags/promotional materials • Editorial board meetings with local media • Letters to properties ineligible for service • Letters to multi-residential buildings • Bus advertisements

  12. Communication Plan • February 2011 • Newspaper and radio ads • Mobile signs • PSAs and media releases • Key messages: • Starting February 28th: • One garbage bag/can limit • Weekly Blue and Grey Box • Set out material by 7 am

Communication Plan - Feb. con’t • Reminder letter to properties ineligible for service • Door-to-door delivery of info packages and collection guides • Special notices to properties in Pelham and NOTL with collection day changes • Distribution of Green Bins and promo materials in Wainfleet, West Lincoln, and 6 unit residential buildings

  14. Communications After Feb. 28 • Non-compliance stickers • Additional on road customer service personnel • PSAs and advertisements as required

  15. Communications After Feb. 28 • Grass ban campaign • Green Scene • Ads, PSAs and media releases • Displays • Promotional materials at local garden centres
