Connecticut Net Metering Rules Eligible Technologies • Solar Thermal Electric, Photovoltaics, Landfill Gas, Wind, Biomass, Hydroelectric, Fuel Cells, Municipal Solid Waste, CHP/Cogeneration, Small Hydroelectric, Tidal Energy, Wave Energy, Ocean Thermal Project Capacity Restrictions • Standard net metering: 2MW Virtual net metering: 3MW Program Size Cap • Standard net metering: No Virtual net metering: $10 million/year – only available to munis & agriculture Applicable Utilities • EDCs only 7

Connecticut Net Metering Information • Existing net metered generation in CT: • CL&P –53.6 MWs • UI – 9MWs • Eligibility for other DG program funding: • Fuel cells – LRECs, electric demand ratchet waiver, gas distribution waiver • CHP – DEEP and CEFIA grants, electric demand ratchet waiver, gas distribution waiver • Other eligible technologies – ZRECs • Total anticipated costs of net metering program at this time: • No determination at this timefor standard net metering • Plans to expand or change these rules: • No legislative changes expected - last expanded through Public Act 13-298 • Technical meeting through PURA to finalize details of virtual net metering 8

DG Data Availability • Technology type: by technology type/by year • Production data: PA 05-01 requires electric output to be measured to get benefits under the Act • CHP/co-gen units installed after 2005 – kWh and kW data; 15 min. intervals • Fuel cells installed after - kWh and kW data; 15 min. intervals • PV/Wind – awaiting information from CEFIA • ZREC – (PV/wind/hydro) – CL&P & UI will have 15 min. interval data for med (over 100-250 kW)/large projects (over 250 kW - 1MW) • LREC (solar or fuel cells – mostly fuel cells) CL&P & UI will have 15 min. interval data for larger projects, no min. – up to 2MWs • Location data: • CL&P – location specific data for every unit: address, circuit, town, might be able to get by substation • UI – location specific data for every unit: address, circuit, town 9
