Renewable Resources Generators • Distributed Renewable Resources Regulations and Standards: • Off-Grid: installationfirmslicensing, acceptable manufacturer, training….. etc. • On-Grid: Consultancy for the regulation and technical standards. • The detailed study for the connection of renewable resources generators into the Transmission and Distribution network of DEWA is carried out by the competent team of Consultants in developing Technical codes and Standards, perform specific tasks directed towards the physical connection of distributed Generation of Renewable resources (DER) to DEWA’s Distribution network and the development of a pricing mechanism for all Renewable Resources Generators (RRGs) on implementation. • Business opportunity will be opened for suppliers , installation contractors and developers for Distributed Energy Resources Generators (DERG) and Renewable Energy Resources Generators (RRGS). DSCE/DEWA has defined initiatives in this regards: Distributed Renewable Resources Regulations. The Consultancy Services for the connection of Renewable Resources Generators into Transmission and Distribution Network of DEWA awarded to M/s. TRACTEBEL Engineering S.A . together with M/s. ELIA and ENERGINET.DK as their Sub-Consultants are in the final stages of reporting and finalizing the Regulation, Grid Code (Technical Standards) and Implementation Plan.

  3. SOLAR PLANT: • The consultancy contract awarded to M/s. ILF Consulting Engineers on 22nd February 2012 for the development of 1000 MW Solar Power Park . The formal launch of DUBAI SOLAR PARK was performed by the Hon’ Prime Minister of UAE and Ruler of Dubai HH Sheik Muhammed Bin Rashid Al - Maktoum on 9th January 2012 in Grand Hyatt Dubai in a colorful ceremony. • The salient points of this contract are: • Review of the available technologies. Payback period, cost of electricity generated …. etc. • Design Engineering and Supervision of Construction of a 10 MW solar plant based on PV technology. • As the first step towards developing the Solar Power Park, a solar plant of 10MW capacity with PV Thin Film technology will be installed. This 10MW Photovoltaic Plant will be constructed as a partnership project with the investment and ownership shared between six Dubai Supreme Council of Energy member entities (DEWA, DM, DPE, DUBAL, DUSUP & ENOC). • Business opportunity will be opened for suppliers , installation contractors and developers. Renewable Resources Generators DEWA has defined initiatives in this regards: Distributed Renewable Resources Regulations. Development of 1000 MW Solar Power Park launched in Dubai. Consultancy Contract awarded for construction of 10 MW PV solar plant to be installed & commissioned by August 2013. Dubai Integrated Energy Strategy ( DIES 2030) implementation of energy resources diversification projects a 1% renewable of total Dubai energy portfolio by 2020 and 5% by 2030.

Stages of the First Project (21 Months) 1st Quarter 2012 (2 Months) The scope covers the overall layout of the Park as well as all requirements for the 1st Project -10 MW PV Contractor (Engineering & Supervision). The consultancy contracts has been awarded to ILF Consulting Engineers. 2nd Quarter 2012 (3 Months): The consultant has undertaken an overall plan and environmental detailed study for the park as well as Engineering & Supervision of the 1st 10 MW Project. The Consultant is currently in the process of short listing the EPC Contractors through structured pre qualification process in close coordination with DEWA and the EPC Tender for 10MW Photovoltaic Plant will be issued (June 2012). 3rd Quarter 2012 (3 Months): The consultant has evaluated the bids of the 1st project. Beginning of 4th Quarter 2012 (1 Month): Contract Awarded for the 1st Solar Project (10 MW) to M/s. First Solar Inc. The “10 MW Photovoltaic Power Plant” will be located in “Saih al Dahal” approximately 50 km south of Dubai and 20 km southeast of the small town of Al Lisaili, United Arab Emirates. The PV power plant shall have a total output power of 10 MW at Reference Site Conditions (RSC), which means that the PV power plant shall have total installed power of 13 MW under Standard Test Conditions (STC). The electrical power shall be generated with cadmium telluride (CdTe) modules connected to an adequate number of monitored DC junction boxes. The DC junction boxes shall be further connected to central inverters which convert the current from DC to AC. The output voltage of the inverters shall be transformed to 33 kV level End of 4th Quarter 2013 (12 Months): 1st Project Operation with total capacity of 10 MW. Implementation of Conservation Measures at DEWA Premises (Quick Wins) As part of conservation measures and reduce energy consumption, DEWA is going to replace all conventional lights and lighting fixtures with energy efficient light and lighting fixtures for DEWA offices, Head Office, Al Hudaiba, Al Wasl, Burj Nahar, Umm Ramol, 157 Substations and ‘D’ Station, Jebel Ali Complex. DEWA placed order with M/s Value Addition LLC, Dubai to implement the above conservation measures. The contract value is Dhs. 4.75 Mln and contract duration is 5 months. Supply, Installation, Testing and Commissioning of Grid based Solar Panel Power System at DEWA Building (Rooftop) at Al Quoz. DEWA placed order with M/s Value Addition LLC, Dubai for the above. The contract value is Dhs. 5.1 Mln and contract duration is 10 weeks.

Supply, Installation, Testing and Commissioning of CCTV System and Modification of DEWA Communication Network Infrastructure In order to ensure safety and security of DEWA asset and infrastructure, DEWA is going to install High Definition Cameras to 179 substations and 400KV tunnel including modification of DEWA existing networks and installation of new communication infrastructure and high tech security control station. DEWA placed order with M/s HCL Infosystems MEA, Dubai to implement the above CCTV systems. The Order value is Dhs. 25.57 mln and execution time is 22 months.

  7. Security of Supply & Diversification of the Energy Mix The consultants M/s. McKinsey & Co. have submitted the feasibility report. The report covers Technology Selection, Coal type Coal sourcing Environmental aspects Construction and Operation model . Dubai inland no. site was selected for further detailed site specific investigation for the setting up of the coal based power generation plant. Consultants were advised to conduct detailed study of Infrastructure and supply chain developments for the setting up of the coal based power generation plant at the selected site and submit final report. Final report was submitted by the Consultant . However, Hassyan site is currently being considered for the development. • Next Steps: • Feasibility LNG facility at offshore Hassyan site. • Feasibility Study for Syn Gas Process Plant. • To Carry out site development study for building 2 x 705 MW, of coal based power generation plants at the Hassyan site for commissioning by 2020/2021, and which is to be built as an IPP project.

Special Initiatives • Project Driven by the need to the growing demand for energy and electricity, grid infrastructure expansion, the Dubai Energy strategy to diversify the energy mix and introduce the environmentally friendly energy sources, the Dubai Energy strategy initiative related to conservation and Demand Side Management programme, reduce carbon emissions, and improve customer service. • No. of Firms submitted the offer : 16 • Tender under final evaluation and the Contract Award is expected in October 2012.

The chosen name was “Mai Dubai” • company registration :The law firm, Afridi & Angell, was hired on May 6th to proceed with the company registration • Tender for consultancy services released on May 30th  and closing date for receipt of completed tender is 2nd July 2012. Tenders are under evaluation and the Consultancy Contract award is expected in October 2012. • Site :selected to be next to Al Ghafat water reservoirs

Major Equipments Recently Purchased • Purchase of 106 nos of Various Light Motor Vehicles including SUV’s, 4 Wheelers, Single and Double cabin Pick-ups, Mini Vans, Buses & Golf Carts etc  worth AED 7,500,000.00 awarded in 2012. • Purchase of 15 Nos of various Heavy Vehicle & Vehicular equipments including Wheel Loaders, Backhoe Loaders, Excavators, Forklifts, Hydraulic Truck Cranes of upto 30 Tone Range, Hot-Line Washing Equipments etc worth AED 9,700,000.00 awarded in 2012 . • Purchase of 5 nos 1500 KVA Diesel Generator Sets with all wheel drive Truck worth AED 10,000,000.00 awarded in 2012. • Silicon Coating equipments for 12 nos of 400 KV substations worth AED 3,000,000.00 awarded in 2012. • Purchase of UV Corona Camera for monitoring OHL worth AED 500,000.00 awarded in 2012 • Purchase of Partial discharge equipment worth AED 500,000.00 awarded in 2012. • Purchase of Vehicular Batteries of various ranges, Types & Models worth AED 700,000.00 awarded in 2012.
