  5. IMPORTANT NOTE ON EN STANDARDS In Europe, Standards are not usually mandatory unless a regulatory body (European Commission or national regulatory body) gives an obligation to use such standard OGP QP International Standards Workshop

CEN SUPPORT TO EU & EFTA • Provide also harmonized documents which give presumption of conformity to the Essential Safety Requirements(ESR) of the« NEW APPROACH DIRECTIVES » • Provide guidance documents in the frame of the « PUBLIC PROCUREMENT DIRECTIVES »(in oil & gas exploration and production we have to use European standards when they exist above a given value of contract).   7. IMPORTANT FACT FOR EUROPEAN STANDARDISATION PRIORITY IS GIVEN TO COOPERATE WITH ISO PROVIDED ISO STANDARDS MEET EUROPEAN LEGISLATION AND MARKET REQUIREMENTS. OGP QP International Standards Workshop

Development of European Standards through 3 main routes • Work allocated to Technical Committees • Questionnaire procedure on reference documents (usually ISO or NSB) = Preliminary Questionnaire • Work processed under Vienna Agreement with ISO. (Parallel vote or Unique Acceptance Procedure) OGP QP International Standards Workshop

VIENNA AGREEMENT • Agreement on exchange of technical informations between CEN and ISO in force since june 1991 (with some additinal revisions since that date) • Reporting between both organisations. • Mutual increased representation at meetings. • Transfer of work from CEN to ISO (or vice-versa). • Adoption of existing ISO standards as European ones without change (UAP) or with possible changes (PQ). • Parallel approval of documents within both organisations OGP QP International Standards Workshop

CEN TC12 • TITLE:Materials, equipment and offshore structures for petroleum,petrochemical and natural gas industries • SCOPE: Standardization of the materials, equipment and offshore structures used in drilling, production, transport by pipelines and processing of liquid and gazeous hydrocarbons within the petroleum, petrochemical and natural gas industries, excluding on-land supply systems used by the gas supply industry and those aspects of offshore structures coverd by IMO requirements (ISO TC8). • The standardisation is to be achieved wherever possible by the adoption of ISO standards.   11. CEN TC12 VISION • CEN TC12 is in line with the TC67 vision: GLOBAL STANDARDS USED LOCALLY WORLDWIDE and with the goal: DO IT ONCE. DO IT RIGHT. DO IT INTERNATIONALLY • Therefore our standards are developed within ISO TC67 and Sub-Committees and adopted back in CEN TC12. OGP QP International Standards Workshop

  13. ISO TC67 International and work groups. Launching of DIS xx xxx (Draft International Standard) All comments from ISO and in the international WGs. CEN TC12 WAY OF WORK (3) If the ISO vote and the CEN qualified one are positive, we will have the same standards in both organisation (for example): ISO 11960:2004 EN ISO 11960:2004 and then by obligation in each European Country, you will have a national adoption within 6 months. GLOBAL STANDARDSin ISO, CEN and API ON THE 31st of DECEMBER 2005 95 documents are published in at least two of the arenas 32 documents are published in ISO, CEN and API 3 documents are published in ISO, CEN and NACE and 85 documents are published in ISO and CEN. 42 documents are published in ISO and API.
