  2. Who is Clinch-Powell RC&D? • We are a community development organization, serving Claiborne, Grainger, Hancock, Hawkins and Union Counties • Our board of directors includes three people from each county • Claiborne Board Members: Dennis Shipley, Joyce Hopson and Joe McNew.

  3. Clinch-Powell Home Team • Promotes affordable single-family homeownership in our service area. • Counseling- homebuyer and delinquency • Renovation loans • New construction

  4. Accomplishments so far • Provided housing or delinquency counseling for over 200 individuals. • Made $60,000 in renovation loans • Built 21 homes and renovated an apartment complex • Leveraged roughly $1,288,000 in federal and state funding to the area.

  6. Mutual Self Help Housing How it works.

  7. What is Mutual Self-Help Housing? • A process by which a group of 5 or 6 families work together to build each other’s homes, saving significant costs towards the price of the home.

  8. What are the benefits to the Homeowner? • Financing for the property will be through low-interest loan programs from USDA or the Tennessee Housing Development Agency • Other incentives may apply, farther reducing the cost of the home.

  9. How much will be saved? • Homeowner will save up to $30,000 on the cost of the home. • Homes will be worth between $120-129K • Homes will cost participants $90-96K

  10. Other Benefits of the Program • Applicants will gain valuable construction experience. • Applicants will have up to $30,000 in equity in their homes. • Applicants will receive financial and homeownership training.

  12. Qualifications • Income Guideline- 80% area median income. • Some income, low debt, acceptable credit

  13. Mutual Self-Help Housing Construction process

  14. Construction Process • 3 groups of 5-6 families will work together to build their homes. • The sites will be primarily in Misty Meadows Subdivision off Cave Springs Road, but may include nearby sites as well. • Home will be inspected to lender’s requirements

  15. Construction Process • Each family will put in 20 hours a week of construction during the building process. • Building will occur under the supervision of a license contractor

  16. Who does the work? • Any adult member of the household can help with the work. • Substitutions are allowed only when the homebuyer in physically unable to complete the work.

  18. Getting a Loan • Before qualifying for this program, all participants must have an approved loan. • Approval for a loan requires acceptable credit, some income and little debt. • We will help applicants get qualified.

  19. How does the process work • The homebuyer gets pre-approved for a loan. • The homebuyer is accepted into the program. • The homebuyer meets with Construction Manager to discuss what they want and which house to build. • The homebuyer closes on the loan.

  20. How does the procedure work • Clinch-Powell will draw down the amount of the loan to purchase the property. At that point, the property will belong to the homeowner. • As the home is constructed, Clinch-Powell will purchase the materials or services necessary, then charge the homeowners account. The homeowner will sign off on each draw off their account, so they will always know what is being spent.

  22. Timeline • Winter of 2008- get program in order. Qualify first group of participants. • Spring 2008- begin construction, work on qualifying second group. • Fall 2008- finish first group of houses, begin second group. • Spring 2009- finish second group, begin third group.
