  4. West Sumatra Earthquake • Good Cluster Support • Local environmental awareness and capacity • Focus on transitional and permanent shelter • Takes time to understand context and build relationships • Late & short deployment; no time for follow through

Haiti Earthquake • Good Cluster structure for engagement • UNEP present & high salience of environmental issues (USAID REA, …) • Difficulty in coordination across sectors (e.g., shelter and camp management) give size of response • Technical support demands and accomplishments • Lots of small initiatives; no big ones • Limited local capacity to continue activities @ end of (emergency) Cluster

  6. Pakistan Floods • General and Shelter-Relevant support provided • Gov and Env. NGO engagement (WWF funding) • Interest by some donors on environmental issues • Focus on shelter & environmental impact • Difficulty for non-humanitarian actor to engage humanitarian actors/Clusters • GRRT Training incl. shelter issues • Environmental Advisor hired locally by WWF for follow-up

  7. Issues and Challenges • To have or to not have an Environment Advisor? (funding, funding, funding, administration, timing, skills needed, …) • To focus on one issue or many? (how thin can you spread the butter…) • Follow through and presence of local environmental support capacities (flash in the pan or sustained recovery?) • Environment Advisor as coordinator or technical support advisor (Should NGOs hire their on technical support on environmental issues?) • Assessing impact (which can be years later)
