Background • APEC Manual of Maritime Security Drills and Exercises for Port Facilities was developed as part of the APEC Transportation Working Group’s technical assistance program through MEG-SEC in 2008. • Aims to provide the framework and template for the conduct of Maritime Security Drills and Exercises.

  17. MLIT APEC D/E Manual • Used for the annual Japan International Cooperation Agency (JICA) Maritime Security Workshops. • Base document for the planning and conduct of large scale, simultaneous ASEAN-Japan Port Security Exercises.

  29. Workshop Feedback • Changes have been made to improve the quality of the Workshops since its inauguration. The main changes include: • Reduce the lecture content on the planning of drills. • Increase curriculum on planning and conduct of exercises • Include role play demonstration of an exercise • Inclusion of logistic planning • Increase the duration from 3 days to 4 days to include planning and conduct of additional exercise. • conduct of “hot wash-ups” and debriefs

  30. Review of APEC D/E Manual • To ensure the APEC D/E Manual is a live document that remain current, relevant and to encourage usability, it should be reviewed to further enhance its quality and applicability.

  31. Review of APEC D/E Manual • The key areas for improvement are: • Further simplified the planning processes. • Integrate current exercises to enhance realism. • Include current security events and incorporate various IMO MSC updates.

  32. Review of APEC D/E Manual • The key areas for improvement are (Cont) : • Develop one more Principle Exercise. • Incorporate new best practices • Address requirements for effective communication.

Review of APEC D/E Manual • The key areas for improvement are (Cont) : • Provide guidelines on management of table-top exercise. • Provide amplifications to the differences between drills and exercises and their characteristics. • Review and re-design the “expected response” in the Master Event List.

Conclusion • Note the progress made in the implementation of the training workshops associated with the APEC D/E Manual. • Strong appreciation on the benefits of the APEC D/E Manual. • Consider the further proliferation of APEC D/E Manual to wider user base amongst APEC Economies • Endorse the need to review the APEC D/E Manual to ensure its continual validity, relevance and up datedness.
