  1. Safety Funding Application Presented by Dave Gasper, P.E. City of Akron, Ohio May 14,2013 Arlington/Waterloo Intersection Improvements

  2. Problem Statement • RT Slip Lanes • Rear-end collisions • LT Crashes • Many involving injuries • Primarily on NB approach • Crashes near McDonald’s Driveway • West leg of intersection • Caused by westbound traffic turning left into eastern driveway

  3. Recommendations • Eliminate Channelizing Islands • RT traffic to proceed through signal • Increases sight distance, reduces hesitation and driver inattention • Modify Signal Timing Splits • Add time for north-south LT phase • Reduces delay and driver impatience • Extend Existing Median • Prevents crashes related to McDonald’s traffic • Provides more storage in EB LT lane to meet required length

  4. Aerial View of Existing Conditions North Source: https://maps.google.com/maps?hl=en&q=ARLINGTON+AND+WATERLOO&gbv=2&ie=UTF-8

  5. Collision Diagram, 2009-2011 Source: ODOT

  6. Crash History • From Traffic Crashes 2007-2009 (AMATS, 2010) • Rank 15 within AMATS region of Summit and Portage Counties • From Traffic Crashes 2008-2010 (AMATS, 2011) • Rank 13 within AMATS region • From Traffic Crashes 2009-2011 (AMATS, 2012) • Rank 2 within the City of Akron • Rank 3 within AMATS region • 62 crashes at intersection • Additional 5 crashes at easternmost McDonald’s driveway • 1/3 of crashes involved injuries

  7. Crash Data Summary, 2009-2011 Values calculated using ODOT’s Safety Policy

  8. Capacity Analysis Reduced Values calculated using HCS 2010™ Streets Version 6.3

  9. Funding Rate of Return = 32.9% Reduction Factor, PDO = 6.59 Reduction Factor, I/F = 2.88

  10. Implementation Plan • No need for additional right of way • Maintain existing turn lanes • More efficient intersection operation • Reduce crashes • Reduce delays • Better, shorter crossing paths for pedestrians • Driver expectations are met
