The History • Started in the late 1990’s and when it was legalized by the Caribbean government. • The 1st Online Casino was authorized by the Free Trade Processing Zone Act allowed under operation from Antigua and Barbuda. • 1st Online Casino used software called Cryptologic • Other software included Micrograming and Starnet Communication.

  3. Canada During The Startup • Canada also was one of the first countries with Online gambling. • The Canadian government formed the Kanhawake Gaming Commission. • Proper regulation of online gambling activities were set in place. • The Commission also was designed to make sure online gambling practices were fair.

  4. Legal Issues • There is mass confusion. • European Union has a well organized system. • The United Stated legislation is all over the place.

Europe and United States Compared • European Union states that countries have full jurisdiction if online gambling is legal. • Online gambling is regulated and taxed. • Casinos must have specific licenses and endorse specific rules and gaming practices. • No Federal Law Prohibits online gambling. • State laws exist or prohibit online gambling. • There are many hidden laws. • It is generally not a good idea to gamble online as a United States citizen. The Truth Behind the Game • Online casinos use method of pure chance. • Use blackjack as an example: • The game is a percentage game. • Computers link players often at a different time making it not a true head to head contest. • Winners are determined by a random number generator just like a state lottery.

  7. Online Gambling Addiction • In a city of 300,000 five percent of people have an online gambling problem. • Male • 25 – 45 years of Age • Play roulette or poker. • There may be more be more then five percent. However only five percent agreed to treatment
