Who is ISIS • Research and consultant Institute founded in 1971; • Consolidated experience in energy efficiency, sustainable mobility, territorial systems, environmental sustainability; • 20 members staff with multidisciplinary background in engineering, statistics, economics, politics and informatics • Long story of collaboration at national (Ministries, Regions, Provinces and Municipalities) and international level (European Commission, World Bank, European Bank of Investments, foreigner Ministries, Regions e Municipalities, etc.); • Specialised skills in coordination of projects, analysis of and support to policies, impact assessment, evaluation of policies and technologies energy efficiency, monitoring of public participation processes to policies.

  3. CIVITAS MIMOSA Policy Group (PG) • Political champions as crucial cornerstone to push forward the agendas of sustainable urban mobility in cities • Set-up of a Policy Group (PG) formed by 5 pro-active and motivated high-level politicians as direct representatives of the 5 demonstration cities (Bologna, Funchal, Gdansk, Tallinn, Utrecht) • PG to steer policy inputs and discussions (on regulatory, institutional, economic, social issues, etc.), to interact with the CIVITASPAC (Policy Advisory Committee) and the CIVITAS Forum Network • Discuss relevant themes of urban transport policy during ad hoc political session (4 ones) • Produce Policy Statements to be shared with the CIVITAS PAC and the rest of the CIVITAS family (5 ones) • Issue policy recommendations and guidelines at city and CIVITAS level

Barriers and Drivers PROBLEMS • Scarce availability of politicians • “Allergy” to travelling • Elections (and/or internal changes) REMEDIAL ACTIONS • Fix meetings in duly advance • Make meetings “appealing” • Pragmatic approach (case by case) for organisation and format of PG meetings and workshop

Example of “Appealing” Events (1) • Choice of the topic of the workshop (freight, Utrecht, October 2010) • LPMs to prepare the draft political statement and submit it to politicians in duly advance; • Official dinner the day before the workshop with participation of politicians for social and informal talks; • Workshop morning: working meeting with LPMs and politicians to discuss and confirm the general content of the policy statement • Workshop afternoon: policy session with politicians on the selected topic • Official signing and hand-over of the Policy Statement by the politicians to the European Commission, with duly media visibility (e.g., press, TV, radio, etc.) and followed by a reception

Example of “Appealing” Events (2) • Organisation of a high level political meeting with the MIMOSA politicians and MEPs of the Urban Intergroup (Strasbourg, 14 June 2012) • Topic concerning “Sustainable urban mobility at times of crisis” • Each politician inviting targeted MEPs to attend the meeting • Preparation of focused notes to take for the meeting with concrete proposals • Press release after the meeting and adequate media coverage

Conclusions • Policy Group as informal but structured platform providingthe chance for addressing, involvement and participation of politicians otherwise difficult to realise • Politicians as positive example for other cities with replication and knock-on effect for other colleagues (within and outside the Group) • A Policy Group as consolidated component of the policy dimension within EC projects?
