  1. Session 8– Data Capture: Internet/PDA, Manual Data Entry UNSD Regional Workshop on Census Data Processing for the English speaking African Countries: Contemporary technologies for data capture, methodology and practice of data editing Dar es Salaam, Tanzania, 9-13 June 2008 Multi-Channel Data Capture Fred Highland Census Practice Architect Lockheed Martin Transportation & Security Solutions

  2. Elements of Multi-Channel Data Collection • Paper • Traditional survey vehicle • The ultimate contingency plan • Internet • Lower cost • Easier to use • More accurate • Telephone • Primarily help and assistance • Fulfilment (additional questionnaires, language guides) • Response for people with special needs • Resolution of incomplete forms • (Field) personal enumeration • Most expensive part of a Census • Mostly manual • Could benefit from automation • Current trend toward Mobile Phones and PDAs

  3. Independent Channels • Approach • Independently developed capture channels • Advantages • Allows optimization of each channel • Adapts to legacy capture systems • Disadvantages • No integration • Modal bias! • Significant integration effort

  4. Internet-Centric Products • Approach • Web-based Solution at center of architecture • Internet • Core of architecture • Telephone • Agents use Intranet applications • Paper • Form design adapted from internet design with additional attributes • Field • Based on Internet design • Advantages • Integrated Approach – avoids modal issues • Well suited for Internet and Telephone capture • Issues • May be suboptimal for paper • Field (PDA) and Internet not always compatible • Infrastructure Costs (hardware and software) • Scalability?

  7. Issues with Multi-Channel Data Collection • Modal Bias • Question interpretation and response must be the same across modes – modal difference • Security • Internet – Hacking, Denial of Service, etc. • Paper – Anthrax, Risen, other NBC threats • Authentication • Does the respondent represent the household? • Duplicate Resolution • More channels, especially electronic, mean more duplicate responses • Receipt Control • Knowing the state of responses from creation to data delivery • Management Information • Having the information to manage the Census enterprise

  8. Conclusion • Census isn’t as simple as it seems • Capturing all the data, accurately and delivering on time is hard • Multi-Channel Census Data Collection must address many issues • Completeness • Scalability • Data quality and consistency • Security and authentication • Channel data integration • Management information • It takes planning, the right solution and census experience to be successful!
