  3. Trade Facilitations Trade and transport facilitation for trade and transport in South East Europe (TTFSE Project) • Eight countries in South East Europe participated in TTFSE Project • Serbia join TTFSE countries in December 2001 • Technical assistance

  4. Trade facilitation in Serbian customs • TTFSE Project was prepared together whit the World Bank and credit agreement was signed in 2002 • Conditions: • New customs law • Selectivity • Flat fee • TTFSE web site

Trade Facilitations • Trade facilitation measures implemented: • Measuring of time dilace of pilot sites – border crossings and inland Terminal, • Selectivity and risk managament, • Inter agencies cooperation, • Integrated border managament, • A cross border cooperation • Single electronic window

  6. Trade Facilitations Measuring of time dilaysat pilot sites – border crossings and inland Terminal • Every month for three days • World Bank`s metodology • US STAT tehnical assistance • Establishing local pilot teams • Providing new equipment for better performances

  7. Trade Facilitations Example Average Point to Point Entry Times (In Minutes) 6-Hour Threshold Off • At the Presevo BCP the time required for examinations performed • by the other border inspection agencies is generally captured in the • third point-to-point interval.

Trade Facilitations Selectivity and risk management - 100% of phisical examinations before (bureaucratic) • First selectivity base on random selection of 50% implemented in first half of 2002, • Working commitee for developing risk criteria for in march 2003, • CAFAO assistance, • Risk management unit established in customs Headquarters in Belgrade in 2005, • Now: 9% of fisical examination at border crossings – pilot site and 10% at inland Terminal pilot site, • A proximatly 18% of phisical examinations of the whole customs teritory of Serbia

Trade Facilitations Inter agency`s cooperation - 7 agencies operated at the border at the beginning, • Every agency at the border operated separatly before,whitout other state agencies, • - In normaus number of phisical examinations performed by inspection agencies, • Establishing of intergovermental working commity, • Working hours of inspection agencies extended 24/7 and decreased times of delay of trucks, • Inspection agencies which operations were not needed at the border moved inland to inland terminals, • Now, 4 state agencies at the border – customs, border police, phyto-sanitary and veterinary inspection agencies.

Trade Facilitations Integrated border management - The lack of cooperation among state agencies at the border at the beginning, • Not clear distinction of powers and responsibilities among state agencies, • EU customs blueprints, • Best practices, • State strategy for IBM, • Future development of IBM in TTFSE II

Trade Facilitations Single electronic window • Component of TTFSE project • Electronic submission of declarations as a first phase • Feasibility study by engaged outside consultant • Pilot project of single window environment with participation of trade community, customs, phyto-sanitary, veterinary inspection agencies and border police to the and of February 2007 • Implementation to all customs territory after that • Based on Recommendation 33 UNCEFACT • Most modern IT tools will be used

  12. Trade Facilitations Results achieved • Improved and fast traffic at border crossings. An increase of traffic for 20% on eastern border crossings every year since 2003. • Decreased time delays of trucks at entry and exit: entry from 28 to 43 minutes at border crossings pilot sites and exit from 2 to 6 minutes • Improved and modernized border procedures according modern border procedures in EU countries • Decrease number of physical examinations • Improved and modernized inter agencies cooperation • More prosperous economy and traffic
