  8. The UNDAF Guidance Package consists of: UNDAF Progress Reporting UNDAF Action Plan Guidance UNDAF Guidelines & Technical Guidance

  9. The UNDAF Guidance package responds to: • Demand from UNCTs to simplify UNDAF process • TCPR & ECOSOC requirements • Lessons learned from Delivering as One pilots and other countries

  10. The package was developed through a highly consultative process. UNDG Working Group Country Offices RDTs Regional Offices Agency HQs

  11. (1) UNDAF Guidelines Part I, a 14-page document, contains the simplified process. • How to prepare an UNDAF: Part (I) • Guidelines for UN Country Teams

  14. (1) UNDAF Guidelines The new guidance is flexible UNCTs may undertake each step in a flexible manner in response to the national context.

  16. Simplified UNDAF process • Removed UN-prescribed calendar months, to closely align UNDAF with the national processes • Removed UN-prescribed mechanisms (for example, no JSM) Roadmap

Option to keep UNDAF at strategic outcome level. Strategic planning • Align annual review with national review. Link UNDAF evaluation with national evaluations; modalities flexible. M&E

Implications of simplified UNDAF Guidelines Empower UNCTs to engage in programming processes in a flexible way that responds to local realities • Closely align the UNDAF with national planning, as required by the TCPR 2007 • Lighter process is a timely input for the 46 UNDAF roll-out countries in 2010

  19. (2) UNDAF Action Plan Key Features: • Complements UNDAF with a common operational plan • Specifies strategies used to deliver UNDAF results. • Replaces Country Programme Action Plans • Not mandatory

  20. (2) UNDAF Action Plan Implications: • Lower transaction costs for national counterparts • Less risk of fragmentation • More coherence in UNDAF implementation

(3) UNDAF Progress Reporting Key Features: • Responds to GA and ECOSOC resolutions for RC/UNCTs to report progress on UNDAF • Provides standard operational format for developing UNDAF progress report at outcome level • A single UNDAF progress report per UNDAF cycle. • Guides UNCTs to conduct UNDAF annual review

  22. (3) UNDAF Progress Reporting Implications: • SOF is a tool to enhance mutual accountability • Maximizes use of existing data and reporting systems • Review agency reporting requirements in 2010

The UNDAF support package provides better capacities • UNCTs: must have the right skills mix and agencies commit staff time to UNDAF • Regional: better coordination of technical support • Global: all UNCTs will be exposed to how to manage an UNDAF process • Strengthen quality assurance mechanism at all levels.

  25. 2. Stronger knowledge management mechanism • Better collection, vetting and dissemination

  26. 3. Stronger leadership and accountability at all levels to improve the quality of UNDAFs • Consistent messages across the UNDG • Commitment and accountability of agencies secured

  27. Implications: • Better country capacity to manage UNDAF process. • Responsive support structure by regional and HQs levels to UNCTs.
