Background • EU regulations developed for ‘Unmanned Aircraft’ since July 2015 • Driven by safety but also security and economics • Too many high profile ‘unlawful operations’ using multi-rotors • Model flying recognised as a distinct activity with an established safety record • CAA – “tightening of ANO with a ‘carve out’ for Association members”

ANO Amendment – May 2018 (See CAP1687) From July 2018 • 400ft height limit for all unmanned aircraft • Restriction zones around aerodromes • Introduced the terms ‘remote pilot’ and ‘SUA operator’ in place of ‘person in charge’ From 30th November 2019 • A requirement for the registration of ‘Operators’ • A requirement for competency of ‘remote pilots’ to be tested • Pre-empted EU regulations (incorrectly)

EU Regulations – May 2019 • We were negotiating with the CAA/DfT on the basis of the EU regulations • The CAA share our interpretation of the EU rules (see CAP1789): Model aircraft Additional provisions are made within the regulation to cater for operations, including registration and remote pilot competence, under the framework of model aircraft clubs or associations under a separate authorisation that can be negotiated with, and issued by, the CAA.

CAP1775 • Closed the door on us! • Set out requirements for mandatory registration and testing with no ‘exemptions’ • ‘Call to action’ • Biggest response ever to a CAA consultation! • Large volume of correspondence to CAA/DfT from members & their MP’s (ongoing) • Wide support from wider aviation community and MP’s

DRES • Intended to help address the Clueless, Careless & Criminal minority – not us! • Registration information not accessible to Police other than by specific request under specific circumstances • A ‘test’ which you cannot fail – 3 year validity • 20 Questions – 80% ‘pass’ required, to cover: air safety; airspace restrictions; aviation regulation; human performance limitations; operational procedures; UAS general knowledge; privacy and data protection; • An annual fee (£2.8 million/170,000 users = £16.50)

  7. Baroness Vere – Aviation Minister • Meeting on 5th June • “It’s only £16.50 and a free test. What is your problem?” • Recognition of Achievements as an ‘Acceptable Means of Compliance’ and registration via the Associations requested. • “That’s not going to happen”

SoS Intervention • Nothing seemed to be happening with SoS • CAA ‘ploughing on’ regardless • Update published to members – 23 Aug • Tim Johnson (CAA) agreed to attend the Nationals • Call from the APPG for GA - 24 Aug • CAA/DfT instructed to ‘help’ • Meeting with SoS/DfT/CAA (& ARPAS) – 9 September

SoS Intervention - Actions • CAA/DfT submitted proposals to SoS for consideration – 16th September which included: • Commitment from DfT & CAA to work with model flying community • Reduction in DRES costs and associated fees • Recognition of Achievements • Registration through Associations • Exemption for members to allow registration in line with membership renewal • Exemption for Control Line (Agreed) • No requirement for external numbers (Agreed)

  10. Current Position • All parties awaiting verdict from SoS • SoS has to sign-off the DRES scheme • Roll out subject to minimum two weeks notice from point of sign-off • Still a legal requirement from 30th November
