  3. Healthcare IT Certification Overview • $19 billion in Medicare incentive payments • Meaning use of EMR / EHR in 3 Stages • Pass inspection of 100 % of the criteria • Post 2015, penalty for not using will equal 1% in 2015, 2% in 2016, and 3% in 2017 and each subsequent year.

ARRA Incentives • $34B in incentives to physicians who use EHRs in a “meaningful” manner • ARRA specifies main components for the same: • Improve Quality, Safety, Efficiency & Reducing Health Disparities • Engage Patients and Families in their Care • Improve Care Coordination • Improve Population and Public Health • Ensure Adequate Privacy and Security Protections for Personal Health Information

  5. Certification • ONC-ATCB certification, tests EHRs against the Final Rule issued by ONC, HHS to qualify EHR technology for ARRA.  • Certification of products can be in one or both of these programs.

  6. Regional Extension Centers (REC) • Aim to help providers to adopt EHR’s to achieve meaningful use • Provide general education for all practices such as Website materials, presentations, informational webinars, etc. • Direct Assistance for out-patient practices to reach the meaningful use requirements, with an emphasis on “priority” providers (ONC defined)
