  2. Public Procurement in the Republic of Tajikistan. Development Phases

  3. Phase One • 1995 – reformingof public procurement system in the Republic of Tajikistan was initiated. • 1997 – Law on Public Procurement of Goods, Works and Services ofthe Republic of Tajikistan was adopted • Standard bidding documents and normative acts were developed • 1998 – Agency for Public Procurement under the Government of the Republic of Tajikistan was created

Phase Two In 2001 • To furtherstrengthen the public administration system, the Government with its Resolution firstly abolished the Agency and thenestablished it under the Ministry of Economy and Trade of the Republic of Tajikistan • In 2006 a new Law on Public Procurement of Goods, Works and Services of the Republic of Tajikistan with the financial support from the World Bank was adopted • New standard bidding documents and normative acts were developed. • Web-site of the Agency for Public Procurement of Goods, Works and Services under Ministry of Economy and Trade of the Republic of Tajikistan was launched

Phase Three • 2008 – Resolution 126 of the Government of the Republicof Tajikistan modified the structure of the Agency for Public Procurement to include the functions for organization of exchange activities. • 2010 – President’s Decree 832 on Further Improvement of Structure of National Executive Authorities of the Republicof Tajikistan established the Agency for Public Procurement of Goods, Works and Services under the Government of the Republic of Tajikistan • Structure of the Agency for Public Procurement of Goods, Works and Services was changed

  6. Implementation of Law on Public Procurement of Goods, Works and Services of the Republic of TajikistanTraining: • Trained staff of procurement authorities: • Central level – 70 persons • Regional level – 560 persons • Training of Trainers – 20 persons

Implementation of Law on Public Procurement of Goods, Works and Services of the Republic of TajikistanDecentralization • Ministry of Education of the Republic of Tajikistan. • Ministry of Health of the Republic of Tajikistan. • Ministry of Energy and Industry of the Republic of Tajikistan. • Ministry of Agriculture of the Republic of Tajikistan • Ministry of Justice of the Republic of Tajikistan. • State Committee on Investments and State Property Management of the Republic of Tajikistan. • Local executive body in the city of Dushanbe.

Law on Public Procurement of Goods, Works and Services of the Republic of Tajikistan of March 3, 2006 New Structure: • Management • Unit for administration of goods procurement out of proceeds of national budget • Unit for administration of goods procurement out of proceeds of local budget • Unit for administration of works and services procurement • Financial and Administrative Unit • Unit for analysis, control andliaison with procurement organizations • HR, Legal and Special Activities Unit • Information and General Unit • Offices in regions

Implementation of Law on Public Procurement of Goods, Works and Services of the Republic of Tajikistan Activities: • Decentralization ofpublic procurement ofthe Ministry of Labor and Social Securityof the Republic of Tajikistan and Tajik National Universityandother organizations; • Delivery of one-day workshops at central and regional levels out of internal funds; • Training of specialists in public procurement for procurement organizations; • Drafting of new normative acts as wellamendments to the procurement normative acts in the Republic of Tajikistan.
