Theoretical background • - Competencies +motivation (Upenieks, 2008) • - competence could be interpretated differently; • - what kind of competence school heads think they need (what areas should be covered); • what is covered by study programmes in universities/ in-service training/ mentoring.

  3. Motivation • who and why is willing to become a school head? • is anybody interested to be a head at all? • OECD, 2008 says: more than 40 hours per week; competencies more complex than in other areas; high demands from “top and down”; • only 19% wanted to become school heads deliberately in Latvia (Upenieks, 2008)

  4. Competencies needed • in education; • management and leadership; • communication; • economics; • law (Upenieks, 2008)

  5. Research Project • main focus- on principal's role; • choosing what aspects to explore; • data triangulation approach; • mixing qualitative and quantitative methods.

  6. Phase I 357 principals of general education full time schools (N = 357 or 36.7%)- questionnaire • Phase II 5 general education schools in Latvia- questionnaires and semi-structured interviews (exploring “best practice”)

  7. Variables • communication; • human research management; • strategic planning (visioning, mision statement); • public relations; • networking.

  8. Results in brief • communication as a priority: • groups/ means/ weaknesses; • human resource management: • weaknesses/ competencies/ own experience; • strategic planning: • competencies/ allocation of responsibility/ making it happen;

  9. Results in brief • public relation: • knowledge/ competencies/ budget; • networking: • competition vs. cooperation/ segragation of school staff groups.
