  2. Secure Employer Participation Rapid Response intervention: • contact employer within 48 hours of notification • schedule an on-site meeting within 5 working days

  3. Employer Contact Challenges • Hard to Reach Employers • Same Day or after Event Notice Layoff

  4. Management On-site Session Stakeholders who should attend • Company representatives • Board RR coordinator • Appropriate contractor staff • UI field representative • Labor Union Official

  5. Management On-site Session • Be sure to invite labor union officials to the meeting • If union officials are unable to attend, schedule a separate meeting to present the same information

  11. Employee Orientation Purpose: • Information on other one-stop center services • Rapid Response survey and registration forms completed by workers

  15. Special Considerations • Be prepared for workers emotional mindsets • Consider Licensed Counselors at RR Orientations, as needed • Offer training on conflict and adverse situations

  16. RR Service Delivery • Use of the employee survey to determine Rapid Response service mix • Input from Worker Transition Committee, union, and employer, if applicable

  19. Worker Transition Center Configure and staff as a mini one-stop career center featuring: • computers / WorkInTexas.com • copy and fax machines • telephones • classrooms for workshops • other one-stop services, as needed

  20. Worker Transition Committee • Committee is to help plan and direct service delivery and to gauge its effectiveness • It is not a negotiating platform for labor disputes

  21. Worker Transition Committee (continued) A successful Worker Transition Committee is: • composed of representatives from workers and management • chaired by a “neutral person” selected from within the impacted community • Rapid Response can be used to provide training to committee members

  25. Documenting Rapid Response Services • Layoff Notification Form (Section 1) • Board completes the form • Submits to Layoff Notification Central • Requests a Rapid Response control number for TWIST data entry

  26. Documenting Rapid Response Services (continued) • Layoff Notification Form (Section 1) • TWC will send an e-mail verification with control number • Section 2 and 3 no longer required by TWC

  27. Documenting Rapid Response Services • Monthly Rapid Response Activity Report • Board completes and submits to Layoff Notification Central by 20th day of each month • Report details services provided during the month as requested on the form

  28. TWIST To document Rapid Response services: • Open program detail in TWIST using the Rapid Response tracking number provided by the state • Maintain accurate case notes on services attended by individuals

  29. Funding Rapid Response In 2002, Local Boards assumed responsibility for Rapid Response in their areas

  30. Funding Rapid Response Funding is available through: • Rapid Response funds bundled into the Board’s annual WIA contract • requests for additional funding that can be tied to contract expenditures

  31. Transitioning Workers to Workforce Investment Act (WIA) Workers who have a distant layoff date are eligible for retraining services six months prior to that layoff date

  32. Transitioning Workers to Workforce Investment Act (WIA) • Workers’ WIA eligibility begins with the Rapid Response event • Survey workers to determine who may be interested in WIA Dislocated Worker or Adult services
