SCOPE March 2012 : “Punishment and Reform: Effective Probation Services” consultation is published This consultation is in response to that one, and sets out how governments proposals have developed further. Consultation closed on 22 February 2013 but I want to use this opportunity to gauge what you know of local plans, and any involvement you have had locally on delivery post this- to help inform OCS joint work with MOJ on commissioning and delivery of services. MOJ ran a consultation event on this on 31 January at the Botanical Gardens

Summary Competing services in the Community: majority of community based offender services will be subject to competition Providers who tackle the causes of re offending: PBR, and, providers will be encouraged to work with VCSE Extending provision to more offenders: to those released from sentences of less than 12 months- new “ market” Public Sector role and public protection: Probation Service will retain responsibility for public protection

Summary Effective Partnership working between providers and public sector: providers of competed services will work closely with public sector Efficient Structural Design: delivery of competed services will be commissioned over geographical areas through a national commissioning function. New contract packages will be aligned to PCC and LA boundaries and as far as possible with other services provided by Government such as the Work Programme. 16 “ bundled” contract package areas. Integration with local partnerships: Potential partnerships will have to evidence how they would sustain local partnerships as part of the bidding process-significant scope for VCS to deliver front line services and to form genuine partnerships
