Organization of workshop • Workshop organized jointly by UNECE and UNFPA • Participation of various international agencies and partners of Global Migration Group, including: • UN Population Division (UN-DESA) • UNHCR • IOM • OSCE • World Bank • UK Department for International Development (DFID)

  4. Background: Dev. Acc. project • United Nations Development Account Project on Migration • Project objective: “To strengthen national capacities to incorporate international migration issues into national development strategies in order to maximize the development benefits of international migration and minimize its negative impacts” • Executing agencies: UN Regional Commissions (ECLAC leader) and UN-DESA Population Div.

Background: DA Project in UNECE • Objective in UNECE: Strengthening the national capacity of countries in Central Asia and CIS to develop evidence-based policies on international migration, by: 1) improving availability and quality of statistics on international migration; 2) establishing networks for exchange of data and information; 3) improving capacity to utilize statistical data for purposes of analysis and policy making

  6. Background: DA Project in UNECE Project activities in UNECE: • First workshop (Bishkek, Feb. 2010) • Toolkit on intl. migration statistics • Data sharing mechanism (clearing house) • Inventory of information sources in the UNECE Region • Second workshop (Istanbul, Dec. 2010)

Background: Global policy initiatives • 2006 High-level Dialogue on International Migration and Development, organized by the United Nations General Assembly • Global Forum on Migration and Development (GFMD), lead by Governments: • Brussels (2007) • Manila (2008) • Athens (2009) • Mexico (2010) • 2013: Second High-level Dialogue on International Migration and Development

  8. Background: Global policy context • Increased political interest in international migration (UN High-level Dialogue, GFMD) • UN General Assembly Resolution on Intl. Migration and Development (Nov. 2010) • More resources for capacity building activities: USD 240 million in programmes and funds  Important to coordinate various initiatives and make sure that capacity building activities complement each other

Background: Bishkek workshop (February 2010) • General objectives: • Identify gaps in availability of data on international migrant stocks, flows, and migrants’ characteristics • Identify ways and means to close this gap • Participants: • NSOs • Ministries responsible for migration management • Assessed different data sources: • Censuses • Surveys • Administrative sources • Agreed on templates for data collection (“Bishkek tables”) • Presented plans for follow-up (Toolkit, Clearinghouse, Inventory)

  10. Progress since February 2010 • Produced revised draft version of Toolkit • Produced draft Inventory of information sources • Developed proposal on Clearinghouse and discussed with partners (UN Pop. Div., Eurostat) • Organized Istanbul follow-up workshop

Objectives of Istanbul workshop • Follow-up of Bishkek: • Finalize Toolkit • Discuss plans for Clearinghouse • Present draft Inventory • Interagency coordination • Exchange information about programs • Identify gaps and possible overlaps • Discuss possible synergies • More policy oriented • Invited also data users and policy makers

Structure of the workshop • The perspective users of migration data • Regional initiatives to improve migration data for policy-making • Using available data sources to analyse international migration • Streamlining regional data collection activities (incl. “Bishkek tables”, UNECE Clearinghouse) • Availability, needs and quality of admin. data: the NSO perspective • Migration data collected at the borders • Availability, needs and quality of admin. data: the perspective of other data producers than NSO • Tools to improve migration data (UNECE Toolkit, Inventory)
