Background and Justification • With increasing economic activity and the industrial development of Korea, occupational safety and health have become an important social issue. • In the 1960s, when industrial development was in its initial stages, the incidence of industrial accidents was low. • In the 1970s, however, with rapid economic development accompanied by the growth of heavy metal and petrochemical industries, as well as the aging and the deterioration of production facilities and equipment, industrial accidents and occupational illnesses have been on the steady increase.

Background and Justification • In the 1980s, occupational accidents and illnesses became a serious social issue and concerns for the quality of the life increased with the rapid increase in the GNP. • In the 1990s, when labor movement was in full swing, the demand for the improvement of working conditions emerged as a major point of contention in industrial disputes. • In the 2000s, neo-liberalism has been spreading widely and deeply into workplace. After financial crisis, working conditions are at a standstill or retreat.

  4. Background and Justification Workers who are most risk • Atypical workers : 60% of the workforce : temporary workers, fixed-term workers, part-time workers,agency, or contract firm, Misclassified dependent self-employed workers and so on.. • 70% of women workers are atypical workers. • Most of atypical workers are not organized and not educated. They are at most risk .

  5. Target Group • Target group - Representatives of FKTU - Trainers of unit trade unions - Atypical workers / women workers • Main partner - FKTU: federation of Korean trade unions - MOL: ministry of labor - KOSHA: Korea occupational safety and health agency • Advisory committee will be set up with representatives from about organizations.

  6. Development Objectives • Promote preventative safety and health culture • Prevention of occupational safety and health accidents • Strengthen the capacity FKTU’s on OSH • Promote improvements of atypical worker’s working conditions

  7. Immediate Objectives • FKTU capacity to address OSH problems of atypical workers strengthened. • Awareness on OSH among atypical workers is increased.

  8. Key Outputs • Output 1: At the end of the project, the following results : - 30 Trainers, including 15 women, trained on OSH - OSH training manual, education materials • Output 2: At the end of the project, the following results : - - OSH Section in FKTU’s Newsletter

  9. Activities • Immediate objective 1: • Output 1 Activity1 :Education & training Activity2 : Workshop to prepare OSH manual • Immediate objective 2: • Output 2 Activity3 : Campaign Activity4 : Write articles in FKTU’s Newsletter

  10. Activity 1:  Education & Training • Aim: to educate trainers of unit trade unions • Target group: - Trainers of unit trade unions • Resource person: experts on MSD and occupational illnesses • Duration: 2times/ 1year, 3days

Activity 2 :  Workshop to Prepare OSH Manual • Aim: to make OSH manual (teaching materials) for trainees: - This manual provides trainees with background information on how exposure to workplace hazards can affect a worker's body and therefore his or her health. • Participants: experts on OSHE, FKTU the director of OSH bureau, trainer of unit trade union, KOSHA’s director. • Duration: 5 days

Activity 3:  Campaign Among Atypical Workers • Aim:to prevent from occupational safety and healthy accidents and disease. • Target group:atypical workers • Duration:1 day / 2month • Topic: - How exposure to workplace hazards can affect a worker's body and therefore his or her health. - How to prevent occupationalaccidents and disease. - Ratification of C.155 and new framework convention on OSH.

  13. Activity 4:  Write Articles in FKTU’s Newsletter • Aim: to awareness of OSH issues to workers • Target group: workers and representatives • Duration: every month • Topic: OSH issues, worker’s life, HIV/AIDS, and so on.

Main Inputs • Human :(FKTU, MOL, KOSHA)’s specialist • Financial : - Activity 1 : FKTU OSH’s budget - Activity 2 : Workshop: FKTU OSH’s budget and allotted charges Publication: (MOL and KOSHA)’s advertisement - Activity 3 :FKTU’s public relations’s budget - Activity 4 : FKTU’s OSH budget • Organization : FKTU, MOL, KOSHA

Indicators of Achievement • For immediate Objective 1 : Indicators : • Enhance of trained educator on OSH • Manual & Education materials • Allocation of budget for OSH in FKTU • For immediate Objective 2 : Indicators : • Atypical worker’s organizing for improvement in OSH situation • Less accidents • Union of atypical worker includes OSH issues in collective bargaining

  17. Monitoring/ Reporting / Evaluation Procedures • First, I’ll make current situation panel to check occupational accidents and disease. • After 1 year later, I’ll make reports about the number of occupational accidents and disease.
