    2. Establishing a Sustainability and Green Procurement Program for the State of New York 2010 Procurement Forum Albany, NY May 19 & 20,2010 AUDRA scan the room. If there are empty spaces in the rows and folks are looking for seating encourage people at the ends of rows to move in to make room for others. Another option to use when you have a crowded room which helps the standing folks find an empty seat is to have those seated with empty seats next to them raise their hands.   announce at the beginning of the class that evaluation forms have been distributed and will be collected at the end of the session.  They may be left on the registration table outside the meeting room or at the Registration area on the Concourse. Copies of completed evaluations will be shared with speakers after the event. Class is designed for all purchasers although local governments are not required to comply with EO4 Handouts: In the interest of reducing the amount of paper used for this event we did not print a copy of each presentation. We sent e-mails to the registrants to let them know that class-related materials have been posted on the OGS website and that they should look at those materials and print out those they would like to bring to classes with them. Most of the PowerPoint presentations (with the exception of the local government only classes) are also included on the CD that each participant receives at registration.AUDRA scan the room. 6. EVERYONE Green Procurement and Sustainable Practices make sense for everyone, whether or not they are bound by the Executive Order AUDRA – basically following the premise of the executive order makes good sense, for local government and private entities alike. 9. Government purchasing is the most important force in the entire global economy. AUDRA The power of government spending is huge. Many products would not be on the market if they were not at first purchased or mandated by the government. The government has the ability to actually drive the market and lower prices. Government purchasing has also driven innovation for instance the airbags and seatbelts that are mandatory in today's vehicles was driven by government purchasing AUDRA The power of government spending is huge. 10. EO 4 Procurement Directive Audra – Annually, the Procurement Sub-committee will present three categories of products and services to the Interagency Committee. They will also identify 12 products and services in each category for which specifications will be developed. The prior year’s categories and specs will most likely be revisited as well. A list of compliant contracts will also be kept. This is currently on the Executive Order 4 website. 15. Paper Directive Affected entities are directed to purchase copy paper and janitorial paper and other paper supplies that are: Composed of 100% post-consumer recycled content and process chlorine free. AUDRA although the Order – mentions the development of spec few specifications are built right into the order: Paper is directly addressed because the state purchases and uses such a huge quantity of it – toxin avoidance in manufacturing and preserving natural resources is at the core of this directive. It requires purchasers to ask certain questions about the paper they buy – not enough to just “buy recycled” The reduction of paper usage is also has also been addressed by the order. 19. Form, Function and Utility Does the product or service meet either agency specifications or industry standards which may be applicable? Are deviations from specifications minor? Will the product or service suffice, or substantially meet the minimum agency requirements for function and performance? Are start-up lead times and performance standards reasonable, necessary and within accepted commercial practices? Jaime The order directs agencies to rely on and use the specifications developed by the interagency committee -- but there are some exemptions The most common one: “unless the commodities, services or technology will not meet required form, function and utility” that is, the minimum agency requirements for function and performance. 21. Audra/Kathy As the marketplace responds to increasing demand for green products, more and more items are marketed as having some environmental benefit Don’t believe the hype! Whether buying for work or when shopping in your own personal life, dig a bit – what do the terms on the package really mean? Sometimes labeling is besides the point – you might choose the product with less packaging, can be more important than any bogus green claim.Audra/Kathy As the marketplace responds to increasing demand for green products, more and more items are marketed as having some environmental benefit Don’t believe the hype!
