Driving in the USA • Drive on the right! • Always come to a complete stop at STOP signs. • All way STOPS – go in turn. • You may turn right on red light as long as there is no sign saying “no turn on red”. Not in NY State. • Speed limits are strictly enforced. • Drink driving. • If stopped by police - remain in car with hands visible on steering wheel. • Carry driving license, vehicle registration and insurance policy at all times. • Be aware of differing State Laws – especially cell phones! • Consider joining AAA and purchasing a Sat Nav.

  7. Pay and Allowances

  8. (Military personnel)Local Overseas Allowance – LOA • Payable to all personnel. • LOA commences on arrival in the United States. • Do not make financial commitments based on the rate of LOA you are receiving. 12

  9. (Military personnel)Living Out Supplemented Overseas Allowance - LOSLOA Payable to single or married unaccompanied personnel. Commences on moving into Permanent Accommodation. You will be entitled to claim up to the full rate of Days Subsistence whilst in the hotel on arrival. 13

  10. Subsistence • Authorisation for SACT NATO travelling needs to be requested through the UK NLR office. • Hotels may be booked by individuals provided they remain within daily limit set by HRG. If hotel cost exceeds daily limit, booking is to be made through HRG. • Military personnel should refer to Destiny for the current rate of Day Subsistence, or speak to the Chf Clk. Self authorisation does not mean self justification. You still require Budget Managers approval

(Military personnel) Travel Allowances • Home To Duty (HTD) – Daily travelling expenses from home to your place of Duty. • Get You Home (Overseas) (GYH(O)) – An annual flight costs contribution towards returning you and your family back to the UK. • Details of all Allowances are listed on Destiny.

  12. Advance of Pay on Assignment Individuals can apply for up to a 4 month Advance of Net Pay prior to arrival in the United States through their previous unit. All Advances of Pay are recovered over a 12 month period. Proposal to increase the number of months individuals may have to pay back their Advance of Pay has been considered, but for the time being it is to remain over 12 months.

  13. (Military personnel) Deductions and Charges • Married Accompanied Personnel will pay the appropriate Grade 2 Families Quarter (FQ), fully furnished, charges plus fuel and light, to cover gas, electricity and oil. • Married Unaccompanied and Single personnel will pay Grade 2 Accommodation charges. • All personnel will pay the relevant Contribution in Lieu Of Council Tax (CILOCT)

  14. Claims Processing through CPC A private E-Mail address is to be used for registration. Claims may be submitted either electronically or manually. Automatic emails are sent out to inform customer of status of claims. Utility Bills May be reclaimed once bills have been paid Education Nursery/School Bills Transportation to School Healthcare Medical & Dental T&S Military personnel with JPA access may choose to make their claims via JPA.

Privately Leased Properties • Rent allowance ceiling and maximum ft2. • Guard against comparing properties with those personnel who have been in post prior to SDSR (Pools/FROGs/etc). • Work currently being undertaken to standardise all sub-leases, so everyone is entitled to claim for the same items, services (air con filters, chimney sweep, etc) • Any issues with property, contact landlord/realtor in first instance, then NASG(TW) as required. • As in the UK, you are responsible for grounds maintenance and handing back property clean and damage free. • Recommend taking out Renter’s insurance. 20

Furniture • Furniture is neutral in design and colours. • Good quality. • Normal wear and tear such as small water marks or scratches should be expected. • Check inventory and sign on moving in and advise Furnishings Coordinator of any missing/damaged items. • Signed Inventory to be returned to the Furnishings Coordinator within 1 month to include photographs. • White goods (washer, dryer, fridge, etc) will either be supplied by landlord or MOD. 22

  19. (Military personnel)Soft Furnishings • Grant to assist in the purchase of curtains and bedding • Retain receipts for 4 years, which can be requested for audit • You may buy used goods so long as a bill of sale is obtained • Details of permitted items can be found on Destiny 23

  21. HEALTHCARE

  22. EMERGENCY SERVICES • For Medical Emergencies go to ER (A&E) or dial 911 • MOD funds emergencies in 50 US States only, including if you are on holiday. • Locate the closest ER to your home immediately. • For Military families - ER Services do not include Urgent Care Centers or off base visits to civilian doctors. • Base sick call or ER must be used. 26

  23. MEDICAL • Entitled to clinically necessary care only. Adult routine, preventative and wellness care is not funded. • Authorisation from Defence Medical Services in the UK is required for many procedures. • Military families must contact the Healthcare Department any time they are referred off base for civilian care. Treatment undertaken without authorisation is a personal expense. • In Arrival Pack is an emergency medical letter to use until you obtain your US military ID card. 27

  24. (For Military Families)MEDICAL • Upon arrival proceed to the DEERS/personnel office to register yourself and your family. Children under 10 will not receive a military ID card, then visit the Medical clinic and register all members of your family with Tricare. No healthcare is provided until you do this second step. • Military ID serves as your Healthcare card - carry it at all times. • As of June 20, 2011 the DoD has stopped putting FINs on Military IDs. • Americans know their SSN from birth but you will need to ask the DEERS clerk what your FIN is. Please make a note of it and do not lose it. • You will also be given a DoD Benefits number locatedon the back of your card. We have been told that this may also work when making base appointments.

Medical(Military - ACTIVE DUTY ONLY) • Active Duty personnel must use the Military Treatment Facility for all medical, prescription, optical and dental care. • Only have Healthcare coverage off base for Emergency Services or if the base issues a written authorisation for a civilian appointment. • Active duty care is covered at 100% by the US government as long as you receive the care on base or through an authorisation. UK Active Duty are treated the same as US Active Duty on base • If a bill is received after an ER visit or a base authorised civilian care appointment please contact the Healthcare Dept.

  26. Medical (Military – dependantS ONLY) • Dependants of Active Duty personnel must use the Military Treatment Facility as the primary source for all medical, prescriptions, and eye exams. • UK Military dependants are to be treated as Tricare Prime on base (same as Americans) and Tricare Standard if referred off base. • All care offered by the MTF is free and you may use any services they provide as long as you are physically on base. • If referred off base for any reason contact the Healthcare Dept. as authorisation from DMS in the UK is required.

  27. Medical (Military – dependants ONLY) • If referred off base to use an “in network” Tricare civilian provider, you will be billed for any remaining costs after Tricare has paid their portion. • Tricare Standard insurance is not free. A bill will always be generated any time an off base provider is used and sent to the individuals home. • If you wish to be reimbursed by the MOD for off base civilian treatment you must have written prior authorisation from Defence Medical Services in the UK. This is sent via email from the Healthcare Department. • If dependants use civilian care without a prior authorisation all costs are a personal expense – this does NOT include ER visits.

Medical (Military – dependants ONLY) • Your Tricare insurance is similar to BUPA. • If you do not want to use the base for personal reasons you can fund your own civilian healthcare through Tricare. • Tricare has a $150 deductible per person and a 15% cost share of a drastically reduced Tricare rate. ********************************************************************** • Tricare does not cover any inpatient costs with civilian providers off base for active duty or dependants. This includes major surgeries and births. Please contact the Healthcare Dept if you will need inpatient services off base.

  29. Medical (Military Families) • For Emergency Services or authorised civilian care you will present your military ID and state your insurance is Tricare Standard. • Medical provider sends claims to Tricare for payment. Tricare will post to you an Explanation of Benefits (EOB) detailing what they have paid and your personal financial responsibility. A bill from the facility will follow. Please retain all paperwork. • In order to be reimbursed you will need the written email authorisation, the provider’s bill, and the Tricare EOB attached to a Form 200.

(Military and their families)DENTAL • Active Duty Serviceperson must receive all dental care at the dental clinic at the Military Treatment Facility. • Active Duty have no dental coverage off the military base. • Dependants will receive Dental ID cards. Even though the cards will be in the servicemen’s name, the coverage is for official dependants only. • No routine care within the first 3 and last 3 months of your tour. We assume you arrive dentally fit and upon departure all routine care will be done in the UK. • Must find a dentist “in network” with Dentemax and the contact number is on the back of your card. The MOD will not fund any out of network care. 34

(Military and their families)DENTAL • Adults are entitled to 1 routine dental exam every 12 months and children 1 exam every 6 months • Routine exams include a clean and polish, x-rays and less than 3 fillings. • Any additional work – extensive fillings, deep cleanings, periodontal work, crowns, and bridges – must be pre-approved by Defence Dental Services in the UK. • Dentists assume you will personally pay for any work not covered by your plan, just as Americans do. • Dental Care in the US is a business and you must be aware what you are entitled to have. The dentaloffice is not responsible for knowing your plan. 35

(Military and their families)DENTAL • Work that is cosmetic rather than clinically necessary is often recommended which is why all non routine work must be sent to the UK. • Ask your dentist to send a Treatment Plan in to Meritain Health in order to ensure your dental work is authorised. • Any treatment that you begin without authorisation is a personal expense. Work can cost thousands of dollars. • Check the Destiny website for all Dental procedures and covered entitlements. • If in doubt about anything, please make sure you contact the Embassy Healthcare staff for further guidance. 36

NHS CONTRIBUTIONS • All personnel who were required to pay NHS charges in the UK will be expected to pay equivalent contributions in USA. • Contributions are payable on: • Dental Treatments • Eye Exams • Prescriptions – Military Families must get these free on base. For emergencies only present Military ID at civilian pharmacy. Active Duty have no Prescription coverage off base. Reimbursement for emergencies only. 37

  34. Boarding School Children • UK Boarding School children (under 18) and children 18 and over in their first degree in the UK are eligible only for emergency medical services when visiting the US. • All routine medical, dental and optical exams are to be done in the UK. • It is strongly encouraged that you take out travel insurance for your child. • Military children 18 or older with no intention of going into a first degree program have no healthcare cover in the US.

  36. EDUCATION

US Public (State) Schools • Free public schooling is available for grades 1-12 and in some areas free full time Kindergarten is available for 5 year olds. • Legally children in the USA must start school the Septemberafter their 6th birthday. (Cut off dates vary by state). • Free public schooling enrollment spots are allocated based on your home address. 41

  38. US PRIVATE SCHOOL • Nursery – (UK Pre-School) • Pre- Kindergarten (UK Reception) • Kindergarten – (UK Year 1) • Grade 1 – High School • (Reimbursement is 2/3rds for this school period)

US Private Schools • If you choose to enroll your child in private schooling you must fill out an Approval in Principle form (Form 500) • This form must be sent in to the Embassy before your child starts at a private school to ensure that funding has been allocated. • This form does not generate payment to the school. In order for the school to receive payment a Form 510 for each child must be submitted. Do not have any bills sent directly to the Embassy. (Nursery claims use a different form) • All eligible fees are paid out at your rate of entitlement. 43

  40. NURSERY EDUCATION • Entitlement for Nursery begins at the start of the term after your child’s 3rd birthday.* • Nursery is administered by SCE in Germany and claims must be submitted to us in arrears on a yearly, termly or monthly basis. • An annual Registration fee may be claimed with the first tuition claim. • You cannot claim any other costs for Nursery school children. *Term dates 1 Sep, 1 Jan, 1 Apr.

  41. NURSERY EDUCATION • Currently the entitlement is 15 hours per week at £691 per term. A $3000 ($1000 per term) top up is available from your local budget. • You can claim for a total of 38 weeks only per school year. This is strictly enforced by SCE. Once you have claimed 38 weeks of nursery the remaining time is a personal expense. Please see the nursery form on Destiny for more information. • If your Nursery requires more than the allotted hours per week for enrollment you are responsible for the difference. • Nursery is not mandatory schooling.

  42. Pre-Kindergarten (Pre-K) - 4 year olds • The US currently has no free schooling option for children who are 4 as of the beginning of the current school year. • Therefore, children who are 4 years old as of September 1 are entitled to 100% funding at a private school for just this year if they are enrolled in full time education.

  43. Kindergarten • Children who are 5 as of 1 September are eligible for Kindergarten in the US. - If there is no full time free state Kindergarten in your area, you are entitled to 100% funding for just that year.- If there is free full time state Kindergarten in your posting area you must make every effort to find a home in that catchment area. If you cannot find appropriate housing please contact the Education Dept. - If there is free full time Kindergarten in your area and you choose to send your child to private school your entitlement is 2/3rd’s funding. 47

  44. (Military personnel)Continuation of Education (CEA) • Applications for boarding school allowance (CEA) are to be submitted on JPA. • Children under the age of 19 and in standard education are entitled to 3 return School Children Visits(SCV) trips per year or 6 single trips. • SCVs are to be registered through JPA, so that personal contributions are accurately deducted from the individual’s pay. • SCVs are booked via the Travel Cell.
