  2. Suggested Terminology Changes • Rename from the Annual Self Assessments (ASAs) to Performance Management Process (PMP) • Rename the ASA Template to the Performance Plan • Rename the ASA Recommendations to Initiatives

PHASE 1 – Establish Performance Management Plan (PMP) Objective- Review FY03 performance plan (Value proposition, strategy, performance objectives) PHASE2 – Refine Performance Measures Objective - Review and refine performance measures and align them with the value proposition, strategy, and performance objectives PHASE 3 – Measure and Analyze Objective - Collect and analyze data Phase 4 - Implement Change Objective - Synthesize findings and implement change

PHASE 1 of ORS Performance Management Process Phase Name and Objective PHASE 1- Establish PMP Review and establish FY03 performance plan • Solidify FY03 teams • Attend FY03 orientation session • Revisit value proposition • Align performance objectives with value proposition • Obtain Executive Board approval of value proposition, objectives and strategy • Develop action plan for FY02 Initiatives (recommendations) Phase Components 1. Submit list of Team Members 2. Submit document containing updated value proposition, objectives and strategy 3. Attend Program Area meeting on Phase 1 Phase Deliverables/Milestones Deliverables:End of March

PHASE 2 of ORS Performance Management Process PHASE 2 Refine Performance Measures Phase Name and Objective Review and refine performance measures and align them with the strategy, objectives and value proposition • Attend performance measures workshop led by consultant – JIT training • Revisit and update measures for FY03 • Validate current processes and identify opportunities for improvement (from “as is” to “to be”) • Plan how to monitor the progress and effectives of proposed changes • Plan how to collect, review and act on findings resulting from measurements • Decide if benchmarking is appropriate • Design Customer assessment methodology Phase Components 1. Submit FY03 Performance Plan (formerly ASA template) with reviewed value proposition, strategy, objectives, and measures 2. Attend Program Area meeting on Phase 2 Phase Deliverables/Milestones Deliverables: End of April

PHASE 3 of ORS Performance Management Process PHASE 3 – Measure and Analyze Phase Name and Objective Collect and analyze data • Execute method to obtain data • Attend data analysis workshop lead by consultants • Attend Process Behavior Charts training, if desired • Analyze data • Conduct benchmarking activities Phase Components Phase Deliverables/Milestones 1. Attend Program area meeting on Phase 3 Deliverables:End of July

PHASE 4 of ORS Performance Management Process PHASE 4 – Implement Change Phase Name and Objective Synthesize findings and implement change • Review data, develop findings, and compare to objectives • Implement improvement plan • Document lessons learned • Formulate FY 03 initiatives (recommendations) • Develop FY04 Action Plan • Carry out the change or new practice • Monitor the progress of changes made • Document observations and results Phase Components Phase Deliverables/Milestones 1. Participate in Performance Management conference Deliverables:Middle of November

Decisions to be Made • Will all Service Groups continue to be involved in Performance Management? • Who will be the POCs to forward the names of team leaders/members to OQM (e.g., New Division Directors)? • How will the Executive Board communicate their continued commitment to performance management? • Can OQM coordinate FY03 implementation approach immediately? • If not, what is the plan to resolve issues and move forward with performance management?
