  1. COMMENTS ON THE WASHINGTON GROUP GOVERNANCE PROPOSAL BY ROMULO A. VIROLA Secretary General National Statistical Coordination Board PHILIPPINES

  2. Outline • Operating principles • Conduct of meetings • Content of annual meetings • Communication • Schedule • Organizational Structure • Secretariat • Composition of the Steering Committee • Hosting • Formation and Disbanding of Workgroups

  3. Operating Principles CONDUCT OF MEETINGS • Two-day duration • Chaired by host country • Secretariat as rapporteur

  4. Operating Principles THE CONTENT OF ANNUAL MEETINGS • participants to submit brief country reports for the WG website. • agree on “next steps” for individual members to pursue between the current meeting and the next meeting. • conducting pilot surveys • information dissemination • advocacy workshops • seeking commitments from stakeholders, etc.

  5. Operating Principles THE CONTENT OF ANNUAL MEETINGS • Progress reports on “next step” to be presented in the next WG meeting

  6. Operating Principles COMMUNICATION • Website to contain the proceedings of all meetings • the papers presented • the agreements reached • the list of participants

  7. Operating Principles COMMUNICATION • Website as a forum for sharing country experiences on the development of disability statistics. • Members to submit to the secretariat periodic reports for uploading on the website.

  8. Operating Principles MEETING SCHEDULE • Annual meeting may not be possible • more practical to meet less frequently than annually, maybe every two years.

  9. Organizational Structure THE SECRETARIAT • Secretariat as institution-based rather than be composed of individuals.

  10. Organizational Structure THE COMPOSITION OF THE STEERING COMMITTEE • Host of the next meeting to be made an ex-officio member. • How many SC members will be selected by the members during the WG meeting? • Are the planning committee chairs from the last three meetings automatically selected?

  11. Organizational Structure THE COMPOSITION OF THE STEERING COMMITTEE • Chair of the Committee to be elected by the Steering Committee members, rather than by the WG members.

  12. Organizational Structure THE HOSTING OF WG MEETINGS • The hosting of the meetings should alternately go to the major geographic regions. • Identify the host of the WG meetings two meetings in advance. • For example, in Brussels, the meeting can already agree on the hosts for the 2005 and 2006 meetings (if annual meetings will push through).

  13. Organizational Structure THE FORMATION AND DISBANDING OF WORKGROUPS • Limit the number of workgroups to at most four at any given time.
