Lord Durham’s Report Affect on Upper Canada • Durham was more sympathetic with the more moderate reformers • Blamed the Family Compact for the slowness in the development before the rebellions • He wanted them to have more responsible government but left the areas of trade and international affairs

Lord Durham’s Report Affects on Lower Canada • Was not as sympathetic towards Lower Canada • Claimed the Rebellions as an ethnic issue • “two nations warring in the bosom of a single nation” • From Canada: A National History p. 180 • Blame economic issues on the French Canadiens • Recommended the assimilation of the French into English Culture • What does this mean for the causes of the rebellion? What would have been more fair?
