  3. Areas of Concerns/Problems Regarding Case Management • Timeliness

  4. Timeliness • CA forms should get to the WC Spec. within 2 days from receipt of the employee. • Accurate information on the CA forms to alleviate delays. Example: A supervisor marks on the CA-1 form that the employee lost no time and no medical expenses occurred.

  5. Areas of Concerns/Problems Regarding Case Management • Problems

  6. Problems • A lack of centralized resources to execute the program within ARS has produced: • inconsistent program management at area/location levels, • errors in paperwork and advice to employees, • poor customer service to injured workers, and • increased program costs.

  7. OWCP Chargeback Costs

  8. How to Effectively Reduce Costs • More effective case management: • WC Specialists can more closely monitor cases that incur lost time and medical expenses. • Assist the employee with getting detailed medical documentation to determine if limited duty is warranted. • WC Specialists will work with the areas to alleviate errors in COP.

  9. How to Effectively Reduce Costs • Timely filing of cases: • The sooner the case gets to OWCP, the sooner they can adjudicate it, and • The employee can get the services (MRI, physical therapy, etc.)

  10. Roles of the LAO and HRD • Location Administrative Officers: • Provide the appropriate paperwork to the injured workers. • Forward the paperwork to the HRD Workers’ Compensation Specialist.

  11. Roles of the LAO and HRD • Location Administrative Officers: • Maintain contact with the injured worker and the location/area supervisor of the injured worker. • Assist the HRD Workers’ Compensation Specialist in identifying appropriate light duty assignments.

  12. Roles of the LAO and HRD • HRD Workers’ Compensation Specialists: • Code the claim forms and forward to the appropriate OWCP District office. • Manage all OWCP cases. • Counsel employees/supervisors on the benefits (i.e. COP, LWOP, Compensation, FEHB, FEGLI, TSP, Time card issues, etc.)

  13. Roles of the LAO and HRD • HRD Workers’ Compensation Specialists: • Assist the location/areas with limited duty availabilities. • Manage long-term OWCP cases and determine if able to return to work in some capacity. • Review the OWCP chargeback billing for erroneous cases that don’t belong to ARS.

  14. Available Resources • OWCP’s Home Page: www.dol.gov/dol/esa/public/owcp-org.htm. • Pamphlet CA-550 – Questions and Answers about the Federal Employee’s Compensation Act. • The Code of Federal Regulations 20 CFR part 10. • The Federal Employees’ Compensation Act, as amended 5 U.S.C. 8101 et seq.
