  2. Why promoting a level playing field in public procurement? Procurement is a crucial economic activity of governments 15-20% of GDP in transition countries 13% on average of GDP in OECD countries A major risk area for mismanagement, fraud and corruption SMEs are a significant part of the economic structure BUT they face obstacles for participating in procurement ex: Regulatory burden, financial constraints, lack of technical expertise, request for bribes

  3. Bribery is more frequent in procurement than in other government activities

Development of Action Plans on SMEs for DP countries • Decision in 2012 DP meeting in Rome by G8, OECD and IFIs to develop action plans to promote the development of SMEs • The participation of SMEs in public procurement is a key element along with regulatory reform, entrepreneurship policies, SMEs capacity and management. • Preparation of first draft of action plans by the Oecd based on the input of transition countries • Prioritisation of actions • Draft action plans to be discussed at the G8 conference on Economic Governance and Entrepreneurship in Jordan, 1-2 October 2012

Examples of measures to favour SMEs participation in procurement • Set-asides for SMEs: 20% of total value of procurement to SMEs in Tunisia, 10% in Egypt Targets in regulations BUT not achieved in practice • Simplification of regulations and procedures : current review of procurement regulations in Jordan • Use of electronic portal to disseminate information on bids: in Morocco, Tunisia BUT most countries do not provide the possibility to submit bids on-line • Training and capacity-building for SMEs • Financial incentives: provision of tender documents at lower price for SMEs in Egypt • Dedicated business support centre for SMEs

Projet de plan d’action pour le développement des PME en Tunisie • Fournir des formations et renforcer les capacités pour les autorités en charge des desmarchés publics et les PME • Reformer le portail des marchés publics pour faciliter la participation des PME dans les appelsd’offre • Faire un suivi de la participation des PME dans les marchés publics • Engager dans des un apprentissage par les pairs entre pays de l’OCDE et MENA (par exemple au travers du réseau MENA-OCDE sur les marchés publics) • Intégrer des bonnespratiques pour renforcer la qualité du cadre réglementaire et l’accès des PME aux PPPs

Projet de plan d’action pour le développement des PME en Egypte • Assurer la continuité de l’engagement pour promouvoirl’acces des PME aux marches publics, au travers du Comité de l’initiative “Start” • Fournir un point d’assistance et de contact pour les PME (ex : centre de support) • Lancer des initiatives de renforcement des capacités des PME au niveau local • Promouvoirl’utilisation du portailélectronique pour marchés publics • Développer des donnéesprécises et crédiblessur la participation des PME dansmesmarchés publics • Evaluerl’opportunite en termes de cout des PPPs • Engager dans des un apprentissage par les pairs entre pays de l’OCDE et MENA (par exemple au travers du réseau MENA-OCDE sur les marchés publics)

Draft Action Plan on the development of SMEs in Libya • Support the design and implementation of integrity and corruption prevention policies • Improve the capacity of Libya’s public officials to draft and implement integrity and anti-corruption policies/measures in the areas of PPPs and procurement • Engage in in-depth peer learning with peers/experts from OECD and MENA countries • Become an active member of the MENA-OECD Network on Public Procurement

Draft Action Plan on the development of SMEs in Jordan • Finalise the agreement with the World Bank to strengthen the procurement system • Adopt the new procurement regulations and set up an oversight structure of the procurement system • Create a roadmap for a national web based e-procurement system • Engage in in-depth peer learning with peers from OECD and MENA countries • Capacity-building for SMEs
