  1. Working Group on Environment Workshop onReal time air pollution data exchange and forecast in Europe European Environment Agency EFNet proposal Objective and Idea Ingo Jacobsen Deutscher Wetterdienst

  2. Working Group on Environment Workshop onReal time air pollution data exchange and forecast in Europe European Environment Agency Workshop on Ground-level Ozone Forecasting 21 – 23 February 2000, Langen (Germany)

  3. Working Group on Environment Workshop onReal time air pollution data exchange and forecast in Europe European Environment Agency • Recommendations: • Ozone measurement data should be made publicly available on the Internet, preferably using a standard format. The data should appear in near real time, i.e. with a maximum delay of 6 hours. The measurement stations should at least include rural stations at neighbour distances less than 200 km. • In addition to ozone, but with a smaller priority, real-time measurement data should be available for other air pollutants of relevance for the photochemical mechanism, viz. CO, NOx and a few VOC compounds. Measurement data Now to be added: Aerosols, PM

  4. Working Group on Environment Workshop onReal time air pollution data exchange and forecast in Europe European Environment Agency • Recommendations: • Regularly updated quality-assured air pollution emission inventories should be made available to the forecast models. These inventories should involve both anthropogenic and biogenic emissions, and should cover Europe including East Europe. • Forecasting models should be evaluated using harmonised procedures. • Methods suitable for assimilation of air pollution measurement data in forecast models should be developed. Modelling

  5. Working Group on Environment Workshop onReal time air pollution data exchange and forecast in Europe European Environment Agency • Recommendations: • A list of web sites, at which ground-level ozone forecasts for European areas are presented in real time, will be made available from EUMETNET’s home page (http://eumetnet.eu.org), and possibly also from EEA’s home page (http://www.eea.eu.int). Presentation

  6. Working Group on Environment Workshop onReal time air pollution data exchange and forecast in Europe European Environment Agency Exchange of measurements from http://ozone.eionet.eu.int

  8. Working Group on Environment Workshop onReal time air pollution data exchange and forecast in Europe European Environment Agency EFNet

  9. Working Group on Environment Workshop onReal time air pollution data exchange and forecast in Europe European Environment Agency The first step: Analysis The quality of the air has not significantly improved during the past years. During the hot summer 2003 the threshold values for ozone were exceeded very often and may have contributed to a number of deaths

  10. Working Group on Environment Workshop onReal time air pollution data exchange and forecast in Europe European Environment Agency Additional to ozone particulate matter (PM) has become an even more sincere problem

  11. Working Group on Environment Workshop onReal time air pollution data exchange and forecast in Europe European Environment Agency • The situation has not changed very much since 2000. • There are many different models and measurements. • But: • The distribution of the results and the information of the population is insufficient. • Only few measurement data are internationally exchanged. • Because of the lack of an operational data exchange the verification of forecasts and the development of initial fields is inhibited. • Because of the lack of an international exchange of models results and measurement data the improvement of models is impeded.

  12. Working Group on Environment Workshop onReal time air pollution data exchange and forecast in Europe European Environment Agency MODELS and FORECASTS from various institutions NEAs NMHSs Research institutes models of different type Eulerian Lagrangian Statistical for different scales from European to urban

  13. Working Group on Environment Workshop onReal time air pollution data exchange and forecast in Europe European Environment Agency • Recommendations of the Langen Workshop on • Data Exchange • Data availability (real time, max delay of 6 hours) • 1. O3 • 2. Second priority CO, NOx, VOC(a few) • vertical profiles • + meteorological parameter(wind, T, radiation, H2O at same location) • non urban / typical distance 200 km • known quality – quality controlled • standard formats and retrieval protocols • (perhaps not central storage) Now to be added: Aerosols, PM

  14. Working Group on Environment Workshop onReal time air pollution data exchange and forecast in Europe European Environment Agency • Basic idea of EFNet: • to collect environmental forecasts and measurements • and to make them available to • the public • National Environmental Agencies (NEAs) • National Meteorological Services (NMSs) • Health Institutions • Research Institutes

  21. Working Group on Environment Workshop onReal time air pollution data exchange and forecast in Europe European Environment Agency • Products of the EFNet could be: • Forecast fields and point values using predefined abatement scenarios in order to show the ”would-be” influence of these standard emission reduction scenarios; • Results from statistically corrected forecasts (urban and rural areas) and statistical models; • A web-site for the public, for users and for the research community.
