  12. Duties of On Scene Commander • Determining probable position of search object in consultation with MRCC/MRSC • Planning Search Area • Setting Up Search Base • Assigning Search Areas to Unit/Groups of Units • Co-ordination on-scene search & rescue communications

Duties of On Scene Commander • Modifying the search plan as facilities and on-scene conditions dictate & informing the RCC of any such modification. • Making periodic reports to the MRCC/MRSC Weather, Conditions on-scene, Results of search to date Actions taken Future plans and Recommendations

  14. Duties of On Scene Commander • Maintaining detailed account of operation • On-scene arrival & departure of Search Units • Areas Searched • Sightings • Leads Reported • Actions Taken • Results obtained

  15. Duties of On Scene Commander • Reporting number and names of survivors • Requesting additional assistance as required • Advising MRCC/MRSC to release units when they are no longer required

  16. Exercise Sherlock • Hbr. Master Kinsale advises that the Tesi Maru reported a liferaft lost o/side close to the entrance two days previously. Not reported to MRCC or MSO’s Office. • Body noted as being in the water a short time. • NO incidents reported in the area over the previous days.

  17. Exercise Sherlock • You have 30 CG and 3 Garda personnel available. • Draw up a search plan indicating drop off points, pick up points, search limits, estimated times, comms plan, etc.

  18. Exercise Sherlock • MRSC Dispatches R111, Old Head CG D Class and Coutmacsharry Lifeboat. ETA Area 1430A. What search areas would you allocate. • 1450A R111 reports “trailer” in position W684 483. Investigate. • Search team find survivor in position W 620 433 @ 1515

  20. Exercise Sherlock • Survivor Reports • One other person missing Windsurfing from Oysterhaven to Old Head when caught by weather and tide. Survivors name Eoin Missing -Deirdre 28yrs wearing half Wet suits and lifejacket.

  21. Exercise Sherlock • Survivor Hypothermic - what are the symptoms and what actions do you take? • 1730 -R111 requests On scene Commander to prepare landing site near to survivor. • Write Down what actions you take to prepare landing site

  22. Helicopter Landing Site • Large enough to accommodate A/C approx.. 70 Sq.. m for S61N • FOD plod • Site level and Firm • Clear Approach & Exit Route • Site Security and Access • Basic Fire Fighting Facilities

  23. Helicopter Landing Site • Identifying a Landing Site • By Day: use orange smoke placed downwind • By Night: use vehicle Lights or Tri-pod lights Triangulated from Downwind • Blue Flashing Lights • Do not Fire Flares or aim lights at the A/C
