  2. The Parish Budget The budget is the cost of the parish’s mission, and reflects the parish’s ministerial priorities.

  3. Estimating Income The finance council helps the pastor project next year’s income by studying the income records from previous years.

  4. The “Pie” of Parish Expenses It is customary to cut the “pie” of parish expenses into five categories: • employee compensation, • fixed expenses, • operating expenses, • discretionary or program expenses, and • capital expenses

  5. Monitoring and Justification • If parish income is less than anticipated, councils may suggest how to reduce planned expenditures. “Justification” is the process of justifying or equalizing income and expense.
