New to ELLs in 2014 • TELPAS • ELL Progress Measure PLan • State Accountability • Years in U.S. Schools • Revised Standards • Asylees/Refugees • Composite score • Provide year to year performance expectations on STAAR assessments • Level of English language proficiency • Available for all English language STAAR exams • STAAR L and SSI • Inclusion of ELLs in 2014 Accountability and Beyond • Inclusion dependent on language of assessment and years in U.S. schools

  3. Calculating the ELL Progress measure

  4. Step 1 • Determine if the student is eligible to receive the ELL progress measure • Determined on a test by test basis • Valid STAAR scale score • LEP • Not a parent denial • Took an English test (STAAR and STAAR L, does not include STAAR M or STAAR Alt)

  5. Step 2 • Determine the plan for the student • Number of years in U.S. schools • TELPAS composite rating • Extenuating circumstances • Unschooled asylee/refugee • SIFE (student with interrupted formal schooling)
