Decision Support Paper (DSP) Definition • Informs senior decision makers about the facts regarding aerospace issues of National, state, or local importance. • Crisply articulates an issue • Identifies and defines decision alternatives • Describes the impact of the alternatives on decision criteria • Does NOT • Advocate for or recommend a position • Rank decision criteria (relative value is subjective) • Rank decision alternatives (depends on subjective valuation of potentially competing objectives)

DSP Content • Summary ½ page • State the issue • Provide a red/yellow/green summary table of the decision matrix • Issue ¼- ½ page • Succinctly and unambiguously describe the issue or question • Background ½ page • Identify the principal stakeholders and relationships: people and organizations • Cite activities and accomplishments to date by the stakeholders on the issue • Decision alternatives ½-1 page • Describe decision alternatives that are explicit and implicit in the statement of the issue • Introduce and describe new alternatives that AIAA experts may generate • Decision criteria ½-1 page • Define the criteria for making a decision among the alternatives • Criteria should be written as objectives reflecting values of the AIAA • Decision matrix 1 page • Rate each alternative against each criterion. • At a minimum, provide a 3-level rating, such as supports, is neutral to, or detracts from the criterion • Document the rationale for the rating in each cell of the matrix

DSP Content – Additional Material • Supporting documentation to be provided with the DSP • Authors’ biographical information ½ page each • Supplementary data and references • Archive material for AIAA records, not provided with the DSP but available upon request • Comment review and adjudication record • Correspondence related to non-concurrence by any participants • Minutes from Joint ExCom approval meeting
