Processes of SI before the DiP • Site selection process in Finland: • General geological studies (1980–1982) • Identification of regional bedrock blocks (1983) • Identification of investigation areas (1984)  101 + 1 potential investigation areas (1985) • 5 areas for preliminary site investigations (1987) • 3 areas for detailed site investigations (1993–2000) (Loviisa as a new site in 1997) • selection of Olkiluoto area in Eurajoki (1999) Finland

Processes of SI before the DiP • Processes of SI in Finland: - EIA process 1997-1999 (EIA Act 1994) - implementation by Posiva - MTI the competent authority - focus on four candidate municipals - EIA report an appendix of the DiP application- Decision in Principle (DiP) (Nuclear Energy Act 1987) - implementation by MTI - local right of veto - public hearing, focus on Eurajoki in 1999-2000 - DiP by the Government, ratified by Parliament - Vuojoki negotiations in Eurajoki (the late 1990’s) - between Eurajoki, TVO and Posiva - informal process - agreement on compensation - Vuojoki Foundation Finland

Stakeholder Identification • Case Eurajoki: Step-wise identity finding process- 1970’s: before construction of NPP started TVO promised to transport radwaste away from Eurajoki- 1980: as a part of planning of Olkiluoto TVO gave an undertaking not to implement final disposal in Kaalo - 1992: opponents wanted to sharpen the negative statement already expressed in the communal report of Eurajoki - 1993: supporters wanted to get rid of the statement - 1994: negative statement voted away  neutralization- 1995: co-operation agreement between Eurajoki and TVO- 1996: Posiva’s wish: advantages of an earlier decision- 1997: further development of the prerequisites for the cooperation discussed between the parties- 1998: Vuojoki work group established, the Olkiluoto vision of Eurajoki  Eurajoki willing to have the repository and the new NPP- 1999: Vuojoki agreement on compensation- 2000: the approval of DiP by the municipal council of Eurajoki Finland

Re-Framing process • Technocratic  [crisis]  Socio-technical -1984-1986: TVO’s experiences in Lavia and Ikaalinen closer contacts with local authorities- 1993-1995: focus on three sites“the demand to bring ‘engineering knowledge’ closer to the people is justified…”  more information to the local public - 1996-1997: implementation of EIA process more interaction with the local public Finland

Current Framing • The dominant themes at moment in Eurajoki- construction of the new NPP in Olkiluoto- construction of the ONKALO (underground rock characterization and research facility) started 2004- renovation of the Vuojoki Manor, opened this autumn • Current SI program (after the DiP)- Vuojoki Foundation- interaction group between the municipality of Eurajoki and Posiva - informing the local public (e.g. “Posiva Investigates”) Finland
