DOE Federal Energy Management Program’s (FEMP’s) Mission FEMP works with Federal leadership to accomplish energy change within organizations by bringing expertise from all levels of project and policy implementation to enable Federal agencies to meet energy related goals and to provide energy leadership to the country.

DOE-FEMPESPCs • Indefinite-delivery, indefinite-quantity (IDIQ) contracts awarded competitively to ESCOs by FEMP to streamline the process • Agencies negotiate and award task orders under these IDIQs • Can be used for federally owned agency facilities anywhere in the world • IDIQs administered by DOE Golden Office,Wayne Latham, Contracting Officer720-356-1507

ESPC ENABLE is a new funding program • Serves under-served market: • Facilities under 200,000 sqft • >296,000 Federal buildings • >2 billion sqft • Or where ENABLE is best or only option • Provides a standardized and streamlined process to quickly award and construct projects using GSA Schedule 84. • Targets three standard ECMs: Lighting, water, controls • Includes simplified basic M&V for each ECM • Tools and templates available for all procurement activities throughout project life-cycle
