What is smart city • Mission Statement and Guidelines of Smart City of Government of India (June 2015) includes following in the definition of smart city: • Social as one of the pillars of comprehensive development along with institutional, physical, and economic infrastructure – para 2.2 • The focus is on sustainable and inclusive development and the idea is to look at compact areas, create a replicable model which will act like a light house to other aspiring cities. –para 2.3 • Core infrastructure to include : Sustainable environment- para 2.4 (vii).

Principles of Safeguard Policies OBJECTIVES: • Avoid negative impacts where possible; otherwise minimize, mitigate, and compensate • Identify and support sustainable approaches / enhance environmental & social benefits • Match level of review, mitigation and oversight to level of risk and impacts • Inform the public and enable people to participate in decisions which effect them • Integrate environmental and social issues into project identification, design and implementation • Strengthen Borrower / implementer capacity Application: • To all WB-financed investment operations (including TA) • To all activities under any project receiving funding from World Bank, even if certain components are financed from another source

Type of Impacts that Trigger Resettlement • Acquiring house/structure may result in • Relocation of family • Relocation of business/work place • Loss of access to common facilities • Acquiring land & other assets may result in • Loss of livelihood • Loss of access to common properties • Other impacts • Loss of employment opportunities • Loss of clientele • Loss of social structure - especially tribal areas • Loss of identity- again in tribal families

  7. Key Environmental Issues • Common issues : safety of workers, and of other citizens in the project area – offsite and on site; • Potential for pollution of land, water, air • Effects on Cultural Resources • Impacts on Natural Habitats, whether recognized in law or not • Forests?

  8. What we need to do- At SBI Level • Prepare Environmental and Social Management Framework (ESMF). ESMF to include • Environmental Management Framework; • Resettlement Policy Framework; • Indigenous Peoples Planning Framework; • Community Consultation mechanism framework • Framework to address gender issues; and • Framework for citizen engagement • Public consultation on ESMF • Agree with cities to prepare required safeguard documents in line with ESMF

What we need to do- Sub project level • Carry out environmental and social screening to identify any adverse impact • Based on screening results and degree of impacts, carry out environmental and social impact assessment or adopt codes of practice developed as part of the EMF • Resultant EMP needs to be implemented concurrently with sub-project activities • Integration of relevant portions of the EMP into the Contract documentation with Contractors • Results of ESIA to be documented as EMP, Resettlement Action Plan or Abbreviated RAP or Social management Plan • Incase of tribal presence in the project area, prepare tribal development plan • Disclose the document locally and authorize bank to disclose the same in bank’s InfoShop

Roles & Responsibilities: “Indirect investment” Projects World Bank Assigns safeguard Category to the overall Project (FI, A, B, C) Assesses FI capacity to implement safeguard Advises FI on safeguards and on Framework Documents; gives No Objection to Framework Documents Discloses all safeguard documents in Infoshop and sends to Board as required Prior and/or Post-review of EAs/EMPs/RAPs Supervises implementation together with FI Contractual relationship FI (or other Intermediary) Prepares Framework Documents for the overall Project (Environmental Management Framework; Resettlement Policy Framework) Disclosure and public consultation on Framework Documents Screens, categorizes, evaluates, approves and monitors Sub-projects based on Framework documents (including ensuring preparation of acceptable EAs/EMPs; RAPs) (Sub) Borrower Prepares EA/EMP, RAP based on guidance from FI Disclosure & public consultation of EMP/RAP
