FHWA EDC UpdateAnnual Utility Coordinator Meeting – April 2013 • FHWA-driven WisDOT-sponsored EDC Utility Workgroup • EDC Utility Workgroup formed to monitor progress of pilot projects, provide updates on utility coordination model to stakeholders, and make suggestions for procedural and process changes related to highway utilities. • WisDOT Central Office and regional utility staff and regional project managers.

Smith National • Utility Coordinator: Denise Rosenthal Status: • On schedule to meet August 2015 PSE, 2016 Construction • Held 30% and 60% plan meetings with utilities • Developed utility conflict matrix and plan sheets

  12. FHWA EDC UpdateAnnual Utility Coordinator Meeting – April 2013 • Observations • Utilities feel that the earlier involvement is positive and should result in fewer issues when relocating facilities and during project construction.

FHWA EDC UpdateAnnual Utility Coordinator Meeting – April 2013 • Observations • One problem encountered with the project staff is obtaining good attendance with the first utility coordination meeting (30% plan meeting). • Follow up telephone call(s) to the utility is recommended to insure that the meeting information has been received, is with the appropriate utility personnel, and that the utility will be represented at the meeting. • There appears to be less problems with the larger utilities in this regard.

FHWA EDC UpdateAnnual Utility Coordinator Meeting – April 2013 • Observations • The utility conflict matrix and plan sheets are new to the utilities. • There has been some reservation expressed by the utilities regarding liability. • Providing the utility conflict information is not additional work for the utilities but a different way of providing the information.

FHWA EDC UpdateAnnual Utility Coordinator Meeting – April 2013 • Observations • The proposed insertion of the utility conflict matrix and plan sheets into the project plan set will be new. • Utility special provisions will need to be modified to reflect the EDC pilot project program and note the inclusion of the utility conflict information in the plan set. • Coordination with the Proposal Management Section will be necessary to best execute these changes. • Pre-bid meetings for these pilot projects are recommended to insure contractor awareness and understanding of the utility conflict documents.
